Based on the reflection upon "Xiong Xiling Cabinet"-the first cabinet established in early Republic of China, this thesis dealls on the relationship between the "Celebrity Cabined" composed of those first-class talents such as Xiong Xiling and Liang Qichao and the transplanlation of political system at that time, and also discusses the intrinsie reason why this cabinet stepped into difficult position ultimately. Such transplantation was tarried out in company with the bitter conflicts between the old and the New, China and western word. The interaction of thought trend and social systeen was the chief characteristic of such transplartation in the early 20th ceatary of China. Reform and revolution were two basic models chosen by China then. This thesis suggests that the civilization of mankind can be shaneed, but never transplanted in a simple way.Apart from the introdution, this thesis is divided into three parts.Part I : The background of the estableshment of Xiong's cabinet and its ideoleyical origin.Part II: Xiong's Cabinet and the polities in early pacblics of China.Part III: The states of Xiong's Cabinet in politics and the relationship between this cabinet and the transplantation.Couclusion: To seek the political justice and ensure the economical properity and social stabicity, any modern society is suppoced to coustruct a democratic system comprehensively and practise law-ruling in stead of man-ruing.
