With the development of economy, the human element plays an important role increasingly in business management. Comprehensive management theory showed that staff’s competency has played a supporting foundation role in their work performance, but work performance may further affect their experience and perception of happiness. At present, many domestic large and medium-sized enterprises are aware of the theory, so they began to try to explore and construct the competency model of employees, and started to use the competency model and its related theories and tools to select、appoint、train 、evaluate and motivate staffs. Thus, competency has became a foundation or premise for enterprises to attract talents, then train, motivate and retain them.The enterprise staffs were divided into four kinds of level: top management, middle management, basic management and operating personnel. The four kinds of personnel play an important role in the process of enterprise development. Top management responsible to set out strategic decision, middle managers focuses on management decision, the grass-roots level managers focuses on business decisions, the operation staff responsible to executive various enterprises decisions. Among them, the grass-roots level managers who responsible for the link of the enterprise management, although their position is not high, but has a special important role in the enterprise’s management and development, so the study of their competency, performance and well-being is particularly important.Throughout the previous related research home and abroad, tremendous amount of researches on employees’ competency, but mostly about top decision-making and key middle level as research object to define general quality level, and few about basic management personnel of enterprise; At the same time, the research of employee competency was mostly pointed to employees’ competency how to the affect the result of organization or individual performance, and rarely focusing on the staff competency relationship between force and happiness.Based on this, the aim of this study was to explore the grass-roots level managers of enterprise competence model, establish a hierarchy characteristic of the competence standards, in addition to, explore the influencing mechanisms of performance on competency and Well-being.The results of the study are as follows:Firstly, the competency of enterprise management in the grass-roots level managers were formed by three aspects: Core competency, managerial skills and professional skills.Secondly, the competency of enterprise management personnel at the grass-roots level has significantly difference in department(F=52.376,P<0.001), the grass-roots level managers of plant 1’s competency was significantly higher than that of the grass-roots level managers of plant 2’s competency, and also higher than that of the grass-roots level managers of plant 3’s competency.Thirdly, competency is significantly positively correlated with performance(r=0.174, P<0.01) and well-being(r=0.194, P<0.001); the personal performance is significantly positively correlated with well-being(r=0.596, P<0.001).Fourthly, the performance of enterprise management personnel at the grass-roots level has intermediary role between competency and Well-being(Z=4.59, P=0.000). Using the bootstrap method, 95% confidence interval was(0.021, 0.106).
