The Marxist Cultural View And The Construction Of The Public Cultural Service System

The system of the public cultural service is an effective approach of the government providing cultural service to all the citizens of the society, and an important method of satisfying the cultural demand of the public. With the rapid development of the national economy, and the consistent improvement of the theoretical system of the Chinese characteristic socialism, great importance has been attached to the system of the public cultural service by the Party and the people, which is people oriented and aimed at benefiting all the people. With the rapid development of the economy, the mass entertainment activity is increasingly improving, and the basic cultural demand of the mass is increasingly strengthening, but the public cultural construction is lagging behind the economic development, and out of joint with the cultural demand of the mass, unable to satisfy the higher demand people’s cultural demand. So the Party must quicken the construction of the system of the public cultural service which covers the whole country, aims at benefiting all the people and satisfies the cultural demand of all the people. The rural system of the public cultural is a very important part, yet with many problems and difficulties. Therefore, at the sixth plenary session of the 17 th central committee and the third plenary session of the 18 th central committee of the Chinese Communist Party, the Party called on to the benefiting people policy should lean to the rural areas. Taking advantage of the strategic opportunity, the Qiqihar system of the public cultural service must grasp the opportunity, never be lagged behind the time. To speed up the development of the public cultural service system that covers both urban and rural residents, presents the reasonable structure and meets the broad masses’ spiritual and cultural needs, the marxist cultural view is taken as the guide, the socialist construction with Chinese characteristics is taken as the lead, the scientific concept of development is adhered to, and the socialist core value system is carried forward. The theory essence of the marxist cultural view is used as the guide to direct the rural public cultural service system construction, including MAO Zedong Thought, Deng Xiaoping Theory and the socialist theoretical system with Chinese characteristics.In the paper, by a great deal of researches on a large number of public cultural service system construction, aiming at various problems of the rural public culture service system construction, the city of Qiqihar is taken as the example to analyze the reasons in detail, mainly including the ideological understanding, the service concept, the government function, the organization construction, etc. Accordingly, some reasonable suggestions and construction are put forward to solve the existing problems, taking the city of Qiqihar as the example, which perfects the rural public cultural service system construction and improves the overall effectiveness of cultural construction mainly from the infrastructure construction, the talent team construction, the institutional construction and the innovation activity carrier.
