In developed countries, the cultural industry has become a pillar industry, bringing great effect on the economic development. Developing cultural industry has been one of the most important national development strategies, even though it starts lately in China. Cultural soft power becomes the important content of national competitive advantage. Tianjin proposed in the 12nd Five-year development program that cultural industry will be the pillar industry.The author combs and analyzes the research achievements of other scholars. Based on porter’s model of industry competition, the thesis presents a dynamic diamond model. According to the characteristics of the cultural industry, the model will change two layer structure of diamond model to the dynamic model of three layer structure. The analysis stresses on the point that enterprise structure, strategy and innovation ability are the core parts to determine the cultural industry competitiveness. The second peripheral layer indirectly influences the cultural industry competitiveness by influencing the core layer elements. The economic benefits are analyzed, being as an important factor in the dynamic model, together with other elements to form the cultural raw materials-production-output analysis framework.One of the core evaluation indexes of cultural industry development is to measure the cultural industry competitiveness. Based on the dynamic diamond model, the author designed a cultural industry competitiveness index system, which contains seven primary indexes,34 secondary indexes. Three levels (capacity, influence and random level) and seven factors (business strategy, structure, demand factors, related industries development, economic contribution and government) constitute the evaluation system.The empirical study is conducted on the competitiveness of cultural industry in Tianjin from static and dynamic aspects. Principle components analysis by SPSS 19.0 is applied into evaluating the competitiveness of Tianjin cultural industry from two aspects, based on related data from 2004 to 2011 of Tianjin and other 23 provinces’. From the static perspective, Tianjin cultural industry competitiveness ranks positively, but the development of various factors are unbalanced. In the aspect of innovation ability and demand factors, Tianjin cultural industry has a stronger advantage in competitiveness; Basic resources, industrial benefits and related industries are the weakness of the cultural industry competitiveness; Corporation strategy and structure factor will gradually develop into a competitive advantage during its development. Strength of the government for the development of cultural industry has yet to play out. From the dynamic point of view, from 2004 to 2011, the elements of Tianjin cultural industry competitiveness and comprehensive competitiveness continue to rise, maintaining a relatively stable momentum of development. This shows that with the development of cultural industry, the factors affect its competitiveness change dynamically, which further verifies the dynamic characteristics of diamond model. Lastly, according to the problems come up in the former parts of thesis and porter’s diamond model, some suggestions are put forward to promote the competitiveness of Tianjin cultural industry。...
