Long-term water pollution governance does not make big change in water quality, with the increase of economic development on water resource dependency, water pollution is becoming more and more intensified instead, frequent emergencies; The environmental protection departments in the strict accountability embarrassing state, social public interests by its passive damage and is in a state of "concern" with water.
