Ethical Reflections On The New Rural Cooperative Medical System Running

The new rural cooperative medical system(referred to as NCMS) is one of the troika’s health care system. It is an important measure to protect farmers’ right to life. There is a close relationship between the NCMS and ethics. First, ethics spawned NCMS, and provide a good environment for the smooth implementation of NCMS. Second, the goal of NCMS is the social harmony, fair and well-being. It promotes personal moral and social moral development.There are many ethical issues in the implementation process of NCMS. Specific performance is as follows. First, the issue of unfairness. Due to imbalances of economic development and the imperfect system, NCMS has external and internal unfair. This has an negative impact on the adverse selection and polarization of farmers. Second, the government lack of moral responsibility. Due to deviation of the government’s value and lacking of full-time staff, special oversight of the NCMS is not in place. This has a negative impact on security level and the right to life. Third,Moral hazard. Due to third-party payment mechanism and after the payment system,there exist farmers’ over health care spending, hospitals’ excessive medical supply,moral hazard of collusion between doctors and patients. These problems affect stable running of NCMS.The following measures can be taken to resolve ethical issues. First, clear ethical values of NCMS: health equality, humanism, and adhere to two basic principles:the combination of equity and efficiency, responsibility principle. Second, cultivate farmers’ moral subjectivity. We should recognize moral superiority, consciousness and capability of farmers. Third, strengthen government moral responsibility. Our government should improve the NCMS, promote the rule of law for NCMS, strengthen propaganda, form a high-quality health care team. In addition, manpower urban and rural health care system and realize social justice.
