On February 11,1945, the United States, the UK and the Soviet Union countries signed the Yalta Agreement at the expense of the interests of China in return for the fight of the Soviet Union against Japan. After that,the Soviet Union and the National Government signed the Sino-Soviet Friendly Treaty of Alliance. According to the treaty, Soviet Union’s army should withdrawal from the northeast in three months. However,they have not withdrawn when they defeated the Japan, in May 1946 the Soviet Union’s army finally withdraw from China, which triggered in a fierce competition of the quartet (the United States^ the Soviet Union n the China Kuomintang、the China Communist Party) and made the reorganization of the relationship between them continue changing and the northeast problem also become the focus of dispute between the Soviet union and China even in the international society.This paper mainly studies the extensive reasons which affect the Soviet Union delay to withdrawal from the northeast after the World War Ⅱ. The full text is divided into four chapters, the first chapter mainly introduces the origin of the withdrawal problem, the change of the attitude of the Soviet who has the real power in the northeast, and the reasons of the Soviet deferred withdrawal. The second chapter mainly introduces the United States intentions with regard to the Soviet withdrawal, and the actions taken by United States to urge the Soviet withdrawal, at last the effects of the United States policy and practice. The third chapter is mainly from the National Government, its expectation on the Soviet Union’s withdrawal, the reasons why the National Government requests for the Soviet delayed withdrawal, and the effects of the National Government’s responses to the Soviet withdrawal. The fourth chapter focused on the Communist Party of China, its attitude to the Soviet Union’s withdrawal, the cooperation of the Communist Party of China with the Soviet on the withdrawal, and the effects of the Communist Party of China’s steps.In the conclusion part,will point out that the Soviet itself do not want to withdrawal is the most fundamental reason.This paper mainly sums up the reasons why the Soviet Union delay to withdrawal under the impact of the quartet’s interaction systematically, which has a certain value to promote in-depth development of academic research in this field.
