After the reform and opening up, especially since 16th national congress of the communist party of China, China has emphasized that "the strategy of proposing Chinese culture going out", proposed in a variety of ways to promote "the culture going out". To promote "the strategy of proposing Chinese culture going out", not only to develop the cultural industry, to enhance the competitiveness of cultural industry, but also to cultivate the innovation of cultural talent, while to strengthen cultural communication, to enhance Chinese cultural soft power and comprehensive national strength, to expand the international influence of Chinese culture, to promote the development of world culture.The strategy of proposing Chinese culture going out through a long development phase, the main purpose of the ancient Chinese culture going out is not to promote Chinese culture, the purpose is benefits. After the founding of New China, China paid more attention to the strategy of proposing Chinese culture going out, especially after the 6th plenum of the 17th central committee of the communist party of China, the strategy of proposing Chinese culture going out was equally important with the economic strategy.In the progress of the strategy of proposing Chinese culture going out, has made some significant achievements. The achievements are to promote the reform of Chinese cultural system and the development of Chinese cultural industry and to expand production of Chinese cultural products. The most important is to promote the development of world culture. But there are many problems and shortcomings. On the whole, the scale of the cultural industry is small and lack of attractive. A serious lack of cultural what is effect of the Chinese culture going out. The quality of cultural products is very low and made trade deficit. The power of channel such as media and economics is still relatively weak.Therefore, in order to promote the strategy of proposing Chinese culture going out, we should formulate different strategies according to the different content of different objects. We should develop healthy cultural industry and reform the system of culture and improve laws and regulations related to the cultural industry and enhance the competitiveness of cultural industries. Strengthen the training of cultural talents, enhance innovation capability of cultural talents and improve the cultural talent incentive mechanism. Cultivate culture brand and guide the creative direction of cultural products and sound scientific evaluation mechanism of cultural products. Strengthen the cultural communication and promote media channels and train translators. Only in this way, the strategy of proposing Chinese culture going out will be promoted. And enhance Chinese cultural soft power and the international competitiveness of Chinese culture and contribute the Chinese culture wisdom to the world cultural prosperity.
