The opium produced negative influence widely in Chinese modern history, therefore, successive governments have the opposition and banned it. But they could not entirely ban it due to their own existence or external factors. Opium overflowed extremely seriously in many regions of China in 1920s to 1930s. The Nanjing National Government launched a nationwide movement called "two-year anti-drug, six-year non opium-smoking" from 1935 to 1940. The Fujian province’s anti-opium-smoking campaign in these six years is this paper’s theme. Elaborating on the institutional settings, personnel arrangement, funds management, anti smoking propaganda and smoking ban for farming, selling, transporting smoking and other aspects in the process, this paper would pointed out that although smoking achieved some success and have not yet achieved the desired results. It makes a depth analysis of the obstacles and difficulties what the Fujian province encountered in the process, and the reason why the government of Fujian province could not obtain the complete success in the six-year six-smoking campaign under the leadership of the Nanjing National Government.
