Japan established a new national system and carried out the colonial expanded "Continental policy" after the Meiji Restoration. Through the victory of the Sino-Japanese War and the sign of the Treaty of Shimonoseki, Japan plundered the Taiwan as its colony and established the authoritarian government in 1895. After that, it launched the Mukden Incident, occupied the Northeast of China forcibly and built the puppet regime "Manchukuo" in 1931.In order to achieve the aims of control the Manchukuo and Taiwan, the Japanese Imperialist implemented harsh regnant policies on these two colonies. The practical implemented policies on politics, economy and culture to these two colonies manifest some similarities on the form and essence. But due to the different occupied time, condition and environment, some slightly differences still exist.This study aims at clarifying the historical facts about the Japanese policies of the two colonies on politics, economy and culture, explaining the differences and the reasons, especially the similarities of the policies and further exposing the commonality, the purpose and the essence of the Japanese colonial policies by the comparison study of Manchukuo and Taiwanese colonial policies.The commonalities of the Japanese implemented colonial governance are as follows. Politically, the rights of the central and administrative institutions are controlled by the Japanese. Militaries and policemen are the Japanese important tools and Bao-jia system is a complementary on the basic level. Economically, the materials and labor forces are their main plunders. The Joint-stock company is the main form of economic control mechanism, among which the Japanese capital occupied the monopolized position. The aims of the Japanese economic plunder are to satisfy the demand of the domestic and the aggressive war. Ideologically and culturally, the control of spirit and mind and the promotion of the Japanese are the main implemented policies. The setup of enslaved organizations and the monopoly and control of the main media are their main methods to control the colonies.
