The New Public Management Perspective Research On The Protection Of Yinshan Rock Carvings Heritage

The world heritages are the most precious historical relics which are left by nature and ancestors. With the passage of time and the accumulation of history, the ancient culture life evolved into today’s historical heritage. In the continuous development of human society, international and domestic societies pay more and more attention to the protection, management and development of historical and cultural heritage. As we know, the study on the conservation and management of heritage by foreign countries started relatively early, they have already formed the laws and regulations, development strategy and mode of operation about systematical protection and management of the historical and cultural heritages. But the research in this field in China started relatively late. As the breakthrough point in this paper, the protection and relevant measures of historical and cultural heritage in the minority areas of our country are in the view of public management theory. The purpose of this paper is to find a better way which is fit for the own feature of Yinshan Rock Carvings of Bayannaoer in Inner Mongolia, by this way the protection, management and development strategy of Yinshan Rock Carvings can be summarized.This research is based on literature collection and some other relative studies, which summarize the current domestic and international situation of the protection and management mode of historical and cultural heritages. In the meanwhile, the paper analyzes the historical and cultural value of Yinshan Rock Carvings as well as its current protection and problems of management. Now Bayannaoer has been declaring the Yinshan Rock Carving as one of the world cultural heritages, it is hoped that the local government is promoting its own culture in order to be a strong city with profound culture. This is also an important measure to protect Yinshan Rock Carvings. At the same time, this paper analyses some other management role in promoting a comprehensive analysis. In the meanwhile, this article also researches some feasibility studies from the public management perspective on the protection and management method of domestic representative historical and cultural relics which have already successfully declared the world cultural heritage in other minority areas. It is hoped that on the basis of comparative study between the analyses of the domestic several other world cultural heritages in minority areas, we can successfully put forward some suggestions about the protection, development and management of Yinshan Rock Carvings.Finally, this article explains how to construct the harmonious symbiosis mechanism of protecting and developing Yinshan Rock Carvings. This mechanism combines protection, management and development of Yinshan Rock Carvings. In this organic combination of the three, a concept "protection first, both considering usage and a sustainable development way" is presented. Under the guidance of this concept, an improvement of protection legislation, law enforcement and supervision mechanism will be founded. And the public interest litigation strategy will also be established which is used to protect and manage Yinshan Rock Carvings better. A system plan about researching and developing heritage tourism is on the way. This plan will both including the protection way and tourism development of Yinshan Rock Carvings. Exploring the tourism resources of Yinshan Rock Carvings should be carried on the basis of protection, and the protection of Yinshan Rock Carvings can also be promoted through the exploring.
