In recent years, the domestic cultural industry is booming, play an increasingly important role in local economic growth and promote sustainable development of regional economy Heilongjiang Province is rich in cultural resources, through the Heilongjiang provincial government to vigorously promote and support, the cultural industry has formed a certain scale, economies become increasingly apparent. However, the development of cultural industries in Heilongjiang Province is still in its infancy, lack of theoretical research, there is a big lag blindness and development practice, how to learn from the development experience of cultural industries on the basis of the developed areas, to explore a suitable development model for Heilongjiang Province cultural industry, so Heilongjiang cultural industries can developing rapidly,it has great significance.Based on reading and summarizing the literature, this paper systematically illustrates the related concepts and theories of culture industry. The concept of cultural industries, features, and "mode" development model are described and defined; theories on the development of cultural industries, such as regional growth pole theory, industrial cluster theory, theory of industrial layout has been studied and described. The research behind the article will be used as the basis of the above concepts and theories. Based on reading and summarizing the literature, this paper systematically illustrates the related concepts and theories of culture industry.This paper analyzes the current development situation of cultural industries in Heilongjiang Province. Including the scale of the overall development of cultural industries, industrial structure and layout, cultural enterprises, cultural industry policies and other aspects. On this basis, the article use SWOT analysis to analyzes the advantages, weaknesses, opportunities and challenges of the development of the cultural industry in Heilongjiang province. Heilongjiang has rich cultural resources, excellent location and the strong support of the Heilongjiang provincial government, but in the process of development of cultural industries exist the problems, such as uneven development between urban, industrial internal structure is irrational, the industry chain has not yet formed, lack of leading enterprises and brand and other issues, while developing the cultural industry in Heilongjiang province will face challenges and opportunities at home and abroad.Article compares several major domestic and international cultural industry development model. Including Japan and South Korea as the representative of the government-led model, the United States as the representative of the market-based approach, the UK and China’s Yunnan resources represented by relying on model, driven cluster model, Disney as the representative of the value chain breakdown mode. Article draws on several typical current cultural industry development model, summarize the regularity of cultural industry development countries and experience, in the early stage of the development of cultural industry, government should play a major role, should be based on regional advantages, creating specialty brands, be based on the culture, but also to achieve commercial operation.By analyzing the current situation of cultural industries development in Heilongjiang Province and learning cultural industry development experience from home and abroad, the article selected and constructed the cultural industry development model suitable Heilongjiang Province, namely space propulsion layout mode, the government-led model, the whole industry chain development mode, and put forward the countermeasures. To play to the functions of government macro-control, strengthen cultural enterprises, industrial parks, special brand building, build a sound intermediary service system, promote the further optimization of the structure of the cultural industry, promote the integration of culture and technology, and ultimately achieve rapid and sustainable development of cultural industries in Heilongjiang Province.
