Analysis Of The Macau Government’s Chinese Affairs Department’s Evolution During The Quasi Colonial Period

This dissertation intend to divide into five parts, details are as follows:First is the introduction: The main points are to introduce reasons why i choosethis topic in this dissertation, literature review and research methods of thisdissertation, definition of Quasi-colonial and topic background introduction.In chapter one, i will discuss Chinese affair department and its Judicial functionsminiature’s earlier presence. From1852enacted’s “Procuratura Regulation”, we cansee the prototype of Chinese affair department. And ten years later,1862’s“Procuratura Regulation” has laid the basic pattern for Chinese affair department. Inthis chapter, Chinese affair Department’s earlier presence and prototype will bediscussed in detail. Finally, i will give a review of the early stage Chinese AffairDepartment’s judicial function.In chapter two, i will discuss Chinese Affair Department’s official establish, andit’s judicial function’s further improve. Due to procuratura system encounter dilemma,and Chinese governance problem has became Portugal-Macao government’s urgentproblem, therefore a special Chinese affair governance mechanism’s appear wasimminent. Released by Portuguese Maritime overseas statute’s Act in July5,1865officially marked the birth of Chinese Affair Department. In this chapter, i willdiscussed this act’s content and it’s effect on Chinese Affair Department in details.Shortly after the1865Act’s release, the reform committee submitted a proposal, thisproposal aims to advance Chinese Affair Department. In1877,a new act was enact toimprove and perfect Chinese Affair Department. Finally, i will give a review ofofficial born stage’s Chinese Affair Department and it’s judicial function.In chapter three, a detailed research on the development of1880’s matureChinese Affair Department will be given. This chapter firstly introduce1880’s voiceof reform on Chinese governance and a new “Regulations” for Chinese AffairDepartment was been announced. Secondly is to introduce new Regulation’s contentand Chinese Affair Department mature mechanism and its operation. Thirdly is tointroduce Chinese Affair Department main structure and function after the newRegulation was been introduced. Finally, i will give a review of mature stage’ChineseAffair Department’s judicial function.The fourth chapter will discuses Chinese Affair Department’s great change in1894.Due to the influence of the Portuguese situation at home and abroad at that time, the Portuguese government began to change its Chinese governance philosophy inMacao, then promote the promulgation of “new overseas Provincial Judicialmanagement”. This new regulation’s enact has great influence on Chinese AffairDepartment，particular reflect at Chinese affair department’s name, function and whatkind of affairs should be handle, all above will be fully discussed in this chapter.Finally, i will give a review of the after great changes Chinese Affair Department’sadministration function.
