The Public Policy Research Of Promoting The Development Of Public Cultural Undertaking

Building and boosting a well-off and harmonious development society not only should have a prosperous economy, but also a prosperous culture. Since21st century, China begin to attach to the development of culture and pay more attention to the development of public cultural undertakings. The public cultural development cannot leave the macro policy, in order to develop public cultural undertaking, the CPC central committee has policy to promote the development of public cultural undertaking, such as the seventeenth session of six of the party’s promoted the great development of prosperity of socialist culture, the cultural reform and development of "twelfth five-year" planning outline the development of public cultural undertaking made a comprehensive deployment, the eighteenth plenary session of party emphasized deeply the importance of promoting the development of public culture, the third plenary session of the eighteenth proposes establishing and perfecting the modern system of public cultural services, establish socialist culture power, enhance the national cultural soft power. Although public cultural undertaking is not emphasized, due to the effect of geographical location and economic development, public cultural undertaking still has many problems, such as public cultural service system imperfect, public cultural resource unbalanced, public cultural funding short, ect. Thus, though public policy this paper focus on public cultural undertaking development, to provide policy proposal for promoting public culture development, building social cultural powerful nation and enhancing national cultural soft power.According to the public policy to research the public cultural undertaking, elaborating and defining culture, public cultural undertaking and cultural policy while analyzing the related theory of policy tools. This paper combines the theory of public administration, public goods, through normative analysis as the main research method, to research and analyze the development of public cultural undertaking, to reveal the problems of development of cultural policy short, fiscal policy support weak, tax policy lack of encourage, and investment and financing policy is single. Taking example by British, France and the USA, to explore the good aspect of public policy of national public cultural undertaking, including establishing public cultural service system, ruling variety cultural policy of public cultural law, establishing fiscal policy of public cultural service funding, implementing tax policy of part of tax rebates of public cultural undertaking and enhancing investment and financial policy of public leading the investment.
