Under the background of economic globalization,the boundaries between countries are blurring and the communication increases. The competition between countries has been gradually shown by the competition between cities in different countries. As an important part of the nation, the development of the city is naturally related to the development of the country. But we have to confess the fact that the economic growth of our nation depends on great resource consumption and environment pollution. This development is unsustainable and it may lead to the low quality development. Now our country is at the key point that the transformation of economic development and the industrial structure adjustment are urgent. City economic transformation and the adjustment and optimization of industrial structure are imminent. As"gold industry" and "sunrise industry" of the21century, culture industries has many advantages such as high value-added,green output and so on. On the one hand, the development of culture industries can create new economic growth pole for the city, on the other hand,it plays an important role in optimizing urban industrial structure, adjusting and promoting employment structure. At the same time, it can obviously help to enhance the soft power of the city such as urban brand,image. So, it has theoretical and practical significance to study the relationship between Culture industries and urban development. In this paper,based on the clear definition of the research object, it analyzes the interaction relationship between Culture industries and urban development. This artical focuses on explaining the mechanism how Culture industries upgrades the hard and soft power of the city. Then, taking Shanghai as an example, the paper expounds on the role of culture industries in enhancing the cultivation of hard power as well as soft power of Shanghai. In the end of the paper, the article puts forward relevant development proposals.
