| In today’s international relations, the soft power, which represented by culture is having a growing importance for all countries. Film, as a product with cultural and commercial double value, not only shows the overall image of a country in many aspects, but also reveals the soft power of a country.In this paper, using the view of the soft power, the author describes the relationship between soft power and foreign-disseminating films. The foreign-disseminating films, as a channel of spreading ideology, cultural values and social life of a country, has been serving the specific political purpose.Through studying the development of foreign-disseminating films of America and China, comparing the strategy and international competitive power of the foreign-disseminating films between the America and China, we can make a clear understanding of America who has a strong advantage of foreign-disseminating films. Films apparently have become an significant carrier of cultural expansion. With the assistance of that, we are capable to impulse the delivery of our cultural values and create a positive image and enhance the world public recognition of our country. Foreign-disseminating films has turned into an important tool which can highlight the soft power of the USA.Although China has made a great achievement in the aspect of hard power,the construction of soft power is extremely more urgentForeign-disseminating films,which has little sign of political propaganda,ought to be a powerful method of the highlight of China’s soft power.Chinese films have been promoting rapidly,and the capability of foreign dissemination is still reinforced.Nevertheless,there is still a gap of development between China and America.
