A Research On The Construction Of Youth Cultural Base In Rural Areas Of Anhui Province

With more than 30 years’development of reform and opening-up, China’s economy has maintained a rapid growth trend. People’s material life gradually improved as a benefit, we can choose increasingly rich and colorful cultural events and places, and the demand of cultural life is also expanding. However, due to the long-term existence of the urban-rural dual structure between urban and rural economic development, also with the unbalanced resource allocation, the construction of public cultural service system in rural areas is relatively lagging behind, especially youth cultural base can hardly meet the demands of young people in rural areas.Youth group is a special target, they are in a critical period for growth and socialization for themselves and the country, being the future and hope of the country and regions. Their culture and physical health reflects the soft power of social economy of a country or region which is very important to conduct the cultivation of the youth. So some professional researches about the youth have always been favored by scholars with different search aspects, such as the youth’s values, regular problems and their daily focuses, etc. Also some scholars focus on the influence of the social environment and cultural development, such as pop culture, social network, commercial advertising, new media and so on; however, there is a sparkling record about the youth cultural base construction, especially in rural areas.Youth cultural base construction is different from the general public cultural services, but they both have very thick relationship. Rural public cultural service system is for the farmers’ basic cultural needs and development right, which is dominated by the government, society and market to participate in the formation of the investment and financing system of public cultural services in rural areas, the supply system, the floorboard of the performance evaluation system,the youth cultural base is the youth groups provide relevant cultural facilities or services, such as rural youth culture mainly includes the farm house, multifunctional culture activity rooms, rural school children’s palace, youth education center, multi-use, stay-at-home children activity center, sports center, etc.This paper combined quantitative and qualitative research methods, specifically embodied in the questionnaire survey and interview. We will focus on the cultural facilities construction status in these areas through investigating the basic situation of rural youth cultural base construction in six areas of Anhui Province, including the areas at the grass-roots groups, school, family, etc. So as to understand the growth of the teenagers environment, study their spirit’s construction need and listen to their opinions and suggestions about the cultural construction.We found that the adolescents in rural areas are unsatisfied with their current cultural facilities and service,42.3% students are not satisfied with cultural facilities and service provided by the schools, in addition, there are 10.4% students are not easy to make commentary;56.3% students are not satisfied with cultural facilities and service provided by the villages, where the students not satisfied with cultural facilities and service provided, and 20.8% students are not easy to make commentary. Compared with the lower satisfaction, teenagers have very high expectations for cultural activities in schools and rural communities. There are some problems and backwardness with the rural public cultural service system, such as underfunded pension-input system, inefficient utilization of cultural project, unbalanced supply-need system because of the diversity of investors and unbalanced resource allocation, low approval and imperfect executive & assess system because they emphasized on construction more than management, and focus cultural construction form more than content etc.Youth cultural base construction is a public-welfare activities, it is not only a sign of community civilization, which also have inestimable importance of social benefits. Youth cultural base construction is human capital investment of teenagers, it will be a great help to improve the comprehensive quality of youth groups, which have multi affections for the implementation of sustainable development. If we can find coordinating development method among human beings, resources, environment, and society, which will highly depends on how to improve the quality of the whole population, and if we can achieve a higher degree of development by scientific and technological knowledge but not squander resources.Young people are the future and hope of the country, their socialization characteristics formed during this period will have a certain impact on the future of social culture. Therefore we will provide some suggestions and optimization policy ideas so as to promote the sound development of the rural youth cultural base and help the teenagers to enjoy a healthy growing-up environment:Improving relevant policies, increasing financial input; The planning of rational distribution, and effective integration of facilities; Optimizing the allocation of resources, using of existing facilities; Broadening the construction of channels, seeking social support; Defining the subject of management, strengthening of cooperation and coordination; Clearing construction goal, developing an assessment system.
