| According to current social economic development level and present situation of the people’s spiritual cultural needs of china,our party and government based on the importance of culture and the necessity of improving pubic service system,forward new goals and requirements to the Modern Public Culture Sevice System construction.This paper studied based on the existing theory and the actual conditions of Ordors city.The first,this paper identifies the meaning of Frontier Minority Area,Public Culture Service and characteristics of the Modern Public Culture Sevice System which based on the theory of public goods,new public management theory,the theory of governance and new public service theory;The second,analysis the current situation and the necessary of the Ordors public cultural service system construction in china,around the national guidelines for public cultural services(2015-2020) and captal input,talent team,culture infrastructure,public cultural products,service supply,develop and implement of policies and regulations,introduced the status quo and analysis the problems and deficiencies,then analysis the necessary of Ordors Modern Public Culture Sevice System construction from the development of public cultural,the standardization and equalization of public cultural service,transformation of government function,development of social culture organization and cultural industry,then analysis the problems and deficiencies;The third analysis the reasons that caused the trouble of Ordos Modern Public Culture System construction from seven aspects;The fourth,analysis the service system construction of specific measures in Beijing, Shanghai, Shenzhen and Zhejiang.The fifth proposed countermeasures from the multiple main body of supply,improve the relevant security, improve the effectiveness of the products and services, and promote the equalization of public cultural services to improving Frontier Minority Area Modern Public Culture Service System constrution. |
