Studies On Zuoling Within Jilin General’s Domains In Qing Dynasty

Zuoling contains two meanings which were eight banners in the Qing dynasty grassroots organizations and their leaders. As the end of garrison system of Eight Banners,,Zuoling’s setting and function provides the support for the Qing government to local management and the consolidation of eight banners system. Jilin General administered Hei Longjiang, Song Huajiang, Wu Sulijiang Basin and Sakhalin and Nerchinsk area. which were both the Land of Dragon Rising and Located in the boundary strip, studies on Zuoling under Jilin general jurisdiction will help understand the rule of the Qing government in the local and the impact of Zuoling in the concrete affairs and limitations.This paper carries on the discussion through three parts on Zuoling under Jilin general jurisdiction. The first part carded the setting and movements of Zuoling in the vice commander-in-chief judgment under Jiling General’s jurisdiction, helps us understand the changes of its quantity. The second part analyzed the Zuoling officials and the movements of grassroots organizations. Zuoling under Jiling General’s administrotion was selected from Fangyu, Xiaoqixiao.etc. which under 5 tasted officials. In addition, hereditary position like Qi Duwei, Yun Qiwei was also the source of Zuoling. Promotion and transferring of Zuoling was large due to the vacancy of the superior officer or the dispatch caused by similar responsibility. For example, the promoted Xieling and Canling exchanged with Xiao Qixiao, or Fangyu demoted by something was transferred to General Yamen, Land Reclamation Bureau and other department. Besides, as grass-roots organizations, the changed conditions on Zuoling within Jilin General’s Domains mainly included authorized strength of Zuoling, and garrison troop supplement to keep all the people within Jilin General’s Domains under Qing Government’s control and deal with boundary region affairs. The third part analyzes the function of Zuoling under Jilin general jurisdiction. Its functions include the basic functions of Zuoling, such as dealing with the daily routine of staff member under its control. With the adding of civil institution, sonme rights of management were deprived, except the arresting right. Moreover, Zuoling under Jilin general jurisdiction have other special functions, such as karen transaction in boundary strip, pay tribute and awards, temporary agent, and conditions of able-bodied man gathering northeast specialty for Qing Dynasty Royal.The promotion and transferring of Zuoling under Jiling General’s jurisdiction can guarantee continuity of the garrison system in dealing with affairs. Its functions into full play, not only ensure the comprehensive control of the officer of the Qing government, but also has strengthened the handling of related affairs in the border region. In addition, the migration of Zuoling as the grass-roots level also strengthened the rule to the local of the Qing government.
