A Study On The Implementation Of Policies In Jiangsu Province For Families Of People In Taiwan After The "Cultural Revolution"

At the end of the "Cultural Revolution", the national campaign called "Bringing Order out of Chaos" was about to proceed. Meanwhile, seeking the peaceful reunification of China, the CCP shifted their policy objective from "Liberating Taiwan" to "Peaceful Reunification" and "One China, Two Systems".With the progress of the "Bringing Order out of Chaos" and the transformation of Taiwan policy of the mainland of China, the implement the policies for families of people in Taiwan was put on agenda of the Office of Taiwan Affairs of Jiangsu Province. As the guideline of the implementation of policies for families of people in Taiwan, the policies, written on documents, played a vital role in the campaign of implementing policies. The Central Committee set the fundamental rules as "Same Treatment, No Discrimination" for implementing the policies for families of people in Taiwan by issuing three documents since 1979. Jiangsu Province, as the hometown of many Taiwan compatriots as well as the home of many Families of People in Taiwan, with its capital city Nanjing that once was the capital of the Republic of China, has a special bond with the KMT and the Taiwan Island. The implementation of policies for families of people in Taiwan in Jiangsu Province started in about 1982, when the Taiwan Affairs Office of Jiangsu Party Committee issued the document 1982(10).The process of implementing the policies for Families of People in Taiwan in Jiangsu Province consists of three stages:The first stage, during which over 90% of the cases had been closed, began in 1982 and ended at the end of 1983. The second stage last from 1984 to 1985. The last stage was from 1986 to 1988, wrapping up all loose ends. After accomplished this political task assigned by the Central Committee of the Party, Jiangsu Province acquired a precise number of the population of families of people in Taiwan, broaden the channels to communicate with Taiwan Island,According to the records of the Office of Taiwan Affairs of the Party Committee of Jiangsu Province and its branch offices all over Jiangsu Province, the thesis evinced the advocating factors toward the implementation of policies. The Party committees of every level of Jiangsu Province paid a great deal of attention to this work. Well-organized teams and concerted collaboration guaranteed the success of the work. Besides, the expectation for stability of Chinese people and an intervention-free environment ensured a pure internal and external environment.On the contrary, some defects can be detected in the implementation works. Firstly, a part of the cadres preoccupied with the "left-extremism" opinions, viewing the implementation work as "counterrevolutionary". Secondly, some cadres were reluctant to fulfill complicated tasks or work on cases pertaining to the return of valuable objects. Thirdly, the policies of the Central Committee was not established over night but were sent to the lower levels gradually. When the Jiangsu cadres encountered cases that did not fit in any existing policies, they had to wait.Jiangsu’s campaign to implement policies for Families of People in Taiwan imposed extensive and profound influences domestically and internationally. This campaign brought the wronged families of people in Taiwan back to their normal life track, soothed their minds that once were occupied with anger and misery, and motivated them to work hard. Many of them said that they would "devote the rest of their life to the construction of ’Four Modernization’ and the reunification of the motherland", which supplied the national modernization campaign with plenty of human resources. Additionally, the implementation of policies created a stable domestic environment for the modernization construction. The messages about the implementation of policies for Families of People in Taiwan reached their families, friends, and relatives in Hong Kong, Taiwan or abroad, winning their support for the peaceful reunification policy. It also enhanced the communication and exchange of people across the Straits, improved mutual understanding of both sides, and was conducive to peaceful reunification.
