Since the Baath Party of Iraq ruled the Iraq the second time, the diplomatic policy of Iraq has been the "two steps". In the Middle East, Iraq was always the powerful nation, and tried to be the leader of the Arab. Outside of the Middle East, Iraq performed the "neutral, non-aligned" diplomatic policy. But the outbreak of the Iran-Iraq war changed the environment where the Iraq had existed, the long and cruel war made the Iraq be exhausted. Facing with the Khomeini’militant devoting, Iraq changed from radical nation to moderate nation, and Iraq abandoned the "neutral, non-aligned". Iraq turned to be friendly with the Arab nations and powerful nation.This thesis mainly discusses the diplomatic efforts that the Iraq had done for winning the war. In the period, Iraq and many nations established the friendly relationship and got the military, economy, human and intellgence support. The thesis was divided into four chapters:The first chapter concludes the background of the Iraq diplomatic policy. In the 1980s, the global cold.,war has not been over. America and the Soviet Union were in cruel contest, the Iran-Iraq war and the cold war made the Iraq change the diplomatic policy. The second chapter discourses the relationship between Iraq and the Soviet Union. In the Iran-Iraq war, the twists and turns of the Iraq-Soviet Union relationship result in the weapon shortage. The third chapter discourses the relationship between Iraq and America. Compared with the Iraq-Soviet Union relationship, the relationship of Iraq and America was stable. Even it appeared the crisis between the Iraq and America. But it also did not affect the development trend of the Iraq-America relationship. Therefore the Iraq and American also established multiple contacts and cooperation of intelligence, military, economy. It is very important to the Iraq that was at the war. The fourth chapter mainly discusses the relationship between the Iraq and the Arab countries in the Iran-Iraq war. The Arab countries kept the survival, common fate and dependent relationship in the Iran-Iraq war. The Iraq had to deal with the relations with Arab countries firstly which to ensure the stability and support of the rear. The Arab countries divided into apparently two parties in the Iran-Iraq war, the Arab countries that supported Iraq led by Jordan and the Arab countries that opposed Iraq headed by Syria. The Arab world split when faced the Iran-Iraq war, but most of the Arab countries chose to support Iraq. So through the analysis of the eight years of diplomatic activity in Iraq to summed up the foreign characteristics of Iraq during the Iran-Iraq war. Finally, the thesis focused on the profit and loss evaluation of diplomatic activities in this period.During the Iran-Iraq war, The Iraq all diplomatic activities and the changes of foreign policy were based on the needs of maintaining the war and winning the war as soon as possible.
