Since Qing Dynasty entered Shanhaiguan, the main force of the Eight Banners Army had moved southward and the political center had moved southward to Beijing accordingly. Qing Dynasty loosened control of the Heilongjiang River Basin, giving the Russian a chance to invade. To expel Russian invaders and to turn the situation around, the Qing government put an additional post--the Ningguta General there. The Ningguta General played a significant role in Qing’s border control system. Therefore a research of that is quite essential. This thesis is based on pre-existing research findings and attempts to study the setting up, functions, appointment and historical role of the Ningguta General in Qing Dynasty. The main part of the thesis consists of four chapters.The first chapter is about the setting up of the Ningguta General, which is closely related to the situation in the Northeast in the early period of Qing Dynasty. This part analyses the Northeast situation of that time, explains the reason for its establishment and explores the jurisdiction area and the key institutions of the Ningguta General.The second chapter is about the main functions of the Ningguta General. It illustrates the Ningguta General’s functions in military affairs, management and economy, and analyses the features of its functions.The third chapter is about the appointment of the Ningguta General, intends to reveal how the imperial power influences the Ningguta General based on the appointments and the controlling measures from Qing Dynasty and the governance performance of the Ningguta General.The last chapter is about the historical role of the Ningguta General. The Ningguta General greatly promoted the development of Jilin area in military, politics, culture and economy. It is discussed in this part.
