As an integral part of society, the education level of visual impaired or blind peoplecould not only affect the development of their own, but also influence the overalleducation and population quality of a country in general. To ensure an optimizededucation system, a harmonious society and a high level of social civilization, theeducation of the visual impaired or blind people should not be ignored. At the moment, braille is still the major method of receiving information for the visual impaired or blind.China has not yet come out with a set of graphic system independent from this tactilewriting system. In consideration with the vast differences among individuals, a single orunified system for the visual impaired or blind is neither legitimate nor rational. Therealm of font and character design for the visual impaired is still at initial stage. As aresult, the author came up with the concept of tactile character design. The focus of this article is to establish a targeted and novel character style for thevisual impaired. The interpretation of how braille conducts the information could beserved as the theoretical basis of tactile character design. The concept aims to switch theunified braille system into a multi-dimensional information transfer process. So as toachieve the universal design goal with barrier free design as a base. The sequence of this article is: An introduction of the project background; theconcept of tactile character design; analysis of audience (which includes the inwardlimitation of visual impaired themselves and the outer environmental constraints) and thestatus quo of braille application; feasibility authentication of the concept; the basis andprincipal of tactile character design; designing scheme evaluation and the summary andoutlook of the project. The project has applied the research approach from text message dissemination andinterpretation into the design of braille. It has provided new thoughts on typographydesign for the visual impaired or blind people, and has also indicate a new direction forintegrated education.
