The cultural industry is an important part of economic and socialdevelopment, that is different from the cultural undertakings of ideologicalcharacteristics. In China, cultural industries with the gradual improvement of thesocialist market economy and the continuous progress of the modern productionis the new industries. The cultural industries development of Qiqihar City hasmore opportunities with the growth of cultural consumption entering the fast lane.The fast-growing spiritual and cultural needs of the masses of Qiqihar City, alsorequires the ability of the rapid increase in the supply of cultural goods andservices in the short term, there is an urgent need to develop the cultural industry.This paper describes the various stages of the development of culturalproduction and summarizes the experience in the development of the culturalindustries in developed countries and in advanced provinces. The paper alsoexplores the mode of the cultural industry development strategy in Qiqihar City,The paper analysis the strengths, weaknesses, opportunities and challenges of thedevelopment of the cultural industry in Qiqihar City with SWOT analysis method.The paper points out that the development of cultural industries in Qiqihar Citywith a prominent tourism resources, the rapid development of prominent CraneCulture and cultural industries, but fewer total cultural industries, unreasonablestructure, lack of funds, lack of emerging cultural industries.Learning from the successful experience of the development of culturalindustries at home and comparative analysing of the theory and research methodsthe paper points out the cultural industries development strategy, the principlesand the cultural industry development strategy mode.
