| Due to the unique geographical position and historical culture, vodka has beenplaying a pivotal role in Russian society which also led to severe alcoholism problemssince the16th century, and it’s not resolved till now. Because many social problems causedby alcoholism during Nicholas II, an anti-alcoholism campaign was raised upspontaneously in Russia. The campaign was led by social elites and mainly faced to thecrowd of underclass who usually overdrank. Then many groups including tsar government,militaries, clergies and other social elites took part in. The government set up a temperanceorganization named the Guardianship of Public Sobriety to advocate moderation in drink,and ensured the liquor sales taxes monopolized by state would not be affected at the sametime. In order to ensure the efficient mobilization and powerful combat capability in wars,the military phased out the traditional system of vodka ration. In many areas, lots of groupssuch as celebrities, local authorities, orthodox clergies, physicians respectively organizeddifferent temperance societies; they try their best to urge people to stay awake. At last,under the stimulation of World War I, the Tsar issued the Prohibition in august1914whichmeat the anti-alcoholism campaign had achieved a partial success, but alcoholismproblems were not eliminated in the slightest and lasted. It is worth noticed that Russiansnot only promoted temperance, but also took active in fighting of the rights for themselvesin the course of anti-alcohol campaign. Ultimately, the theme of temperance was lost in thewide range of the awake of civic consciousness and the social rights claim. What they didpromoted the progress of Russian society involuntarily. |
