The Study Of The Public Mobilization Of The Zhugou Anti-japanese Base Area (1938.1-1939.11)

During the anti-Japanese war, Yan’an came to be the supreme headquarter underthe leadership of the Communist Party of China. Meanwhile, in the other parts ofChina, many regional anti-Japanese centers sprang up. Lead by the Communist Party,these centers held various public mobilization meetings, which echoed Yan’an, andtherefore, they were called "Xiao Yan’an". Among these centers, Zhugou, Queshancounty, Henan province made a great difference to the central China. From January,1938to December,1939, Zhugou, which firstly was the rear headquarter for the NewFourth Army, grew to be a famous anti-Japanese base area, where the Henanprovincial Party Committee and the Central Bureau of the CPC Central Committeewere stationed. The Zhugou base area, which strongly influenced the whole Henanprovince, the central Hubei, the south of Anhui, and the north of Jiangsu, became theleading center and the strategic support during the central China’s anti-Japanese war,and had played an indelible role in the war in Hubei, Henan, Anhui, Jiangsu area andeven the whole China.During the anti-Japanese war, the Zhugou base area’s great influence hadsomething to do with the public mobilization meetings lead by the Zhugou’s Partyorganization and army. Zhugou base area, under the leadership of the south Henanspecial committee, Henan provincial Party Committee, and the Central Bureau, heldvarious and effective mobilization meetings. Militarily, it united the nation power toexpand the anti-Japanese team, including the bandit, gentry and Kuomintang troopswho were willing to anti-Japanese together, which expanded the central plains’anti-Japanese forces, and made an important contribution to the war situation incentral China and north Jiangsu. Politically, it established the Party’s credibility andappeal in the masses, absorbed and trained the Party members and cadres extensively,and closely united the masses under the effective leadership of the Party.Economically, it guaranteed the people’s livelihood and benefit, based on which itmobilized the people to support the war, and obtained the public understanding and support. Culturally, it improved the local people’s knowledge level, enriched theirspiritual culture, and mobilized them to fight against the Japanese in the spirit level.Careful and overall public mobilization effectively guaranteed the Zhugou basearea’s security and development, guaranteed the anti-Japanese war’s spreadingsmoothly, and fulfilled its historical mission to train the Party cadres and expand thetroops. What’s more, it gave priority to military mobilization, and combined thesubstance and spiritual mobilization, lateral and vertical mobilization. In a word,Zhugou base area’s emphasizing serving the people heart and soul and paying moreattention to the exemplary role of Party members, has some historical referencevalue to today’s mass work and Party building.
