During the Russo-Japanese War, the Red Cross Society of China was founded inShanghai. As the birthplace of the Red Cross Movement of China, Shanghai occupied animportant position in the history of China. At the beginning of the Republic, the Red CrossSociety immediately convened the First General Membership Meeting and UnifiedConference in Shanghai. By the two congresses, the construction of the Red Cross Societywas gradually improved,the internal contradictions what between Shanghai Branch andBeijing was disappeared. On the basis, the parliament which was leaded by ShanghaiBranch became the core of the Chinese Red Cross. At the same time, the Shanghai Branchjointed many other branches which were the members of Shanghai Branch had madesignificant achievements in rescue on battlefield,disaster relief, medical services and etc.In the reign of Northern Warlords Government, the government was not onlysupervising the Chinese Red Cross, but also try to including the Red Cross Society to thesystem of government. However, during the Northern Warlords Government, Chinese RedCross was still the civilian and independent organization.
