Research On The Experience And Enlightenment Of Public Cultural Services In France To Promote Immigration Assimilation

Since later in the19th century, France has experienced four immigration waves. The four immigration waves have turned France to a modern country of immigration. After world war I, the immigration assimilation problems were on the agenda. Influenced by the traditional culture and democratic and equality concept, France has established the "Republican Nationalization Model" in order to solve the problems of immigration assimilation. Before the1970s, guided by this model, French government formulated corresponding cultural policies, provided complete public cultural services to promoting the process of immigrants’ assimilation. While after the1970s, the "Republican Nationalization Model" was widely criticized, and it is more and more difficult for immigrants to assimilating in France.Nowadays, our country are faced the similar issue that a large number of rural-urban migrants need to assimilate in the cities they lived in. In this paper, the author studies on the problems of immigration assimilation in France, and the policies and measures of public cultural services in France to solve these problems. Summing up experiences and lessons, the author puts forward to solve China’s rural-urban migrants’assimilation problems with manners of public cultural services.This thesis is composed of the following parts:The first part mainly elaborated the papers of the domestic and foreign scholars in related fields and defined the most important concepts of this thesis, such as migrants and rural-urban migrants, immigration assimilation, public culture and public culture services, etc.The second part emphatically discussed the situations of French immigrants’ assimilation. It includes the follow parts:four immigrants waves France experienced,"Republican Nationalization Model", as well as the external performances of immigrants’ assimilation and the existing problems.The third part mainly analyzed the French public cultural services for immigrants’ assimilation. First of all, the cultural policies of France are briefly introduced; Secondly, from the aspects of financial support, infrastructure construction, public cultural activities, community education and training and performance evaluation, the author elaborated the successful experiences of France; finally, it analyzed the shortcomings of French public cultural services in the process of immigrants’assimilating.The fourth part discussed the roles of French experience. In the prospects of capital guarantee, cultural infrastructure construction, community construction, training and guarantee, cultural infrastructure construction, community construction, training and assessment and supervision, the author puts forward to improve public cultural services for rural-urban migrants’ assimilation in our country.Finally, a brief summary of this thesis is made.
