In National Cultural Reform and Development Planning Outline during the Twelfth Five-year Plan, it explicitly indicates that we will vigorously construct modern cultural industry system and further drive the cultural industry for great-leap-forward development so as to forge cultural industry into a new growing field of economy as well as an important supporting point of strategic adjustment of economic structure, to provide significant origin of force for the transformation of economic development mode, and to offer an important support for driving the development of science and technology.In EU, America, Japan, etc., the rate of contribution to GNP made by industries based on culture has reached as high as70%-80%. The leading cards in developed countries tell us:cultural industry can be a pillar industry for a developed country. Therefore, developing cultural industry is an inevitable Thoroughfare".However, as the economy in China on the whole in previous days relatively fell behind and developed in an imbalanced state, large economic gap was formed between the coastal area of southeast and inland area of the west and middle regions. Therefore, the consumption demand for cultural products still remains at preliminary stage, and the consumption of cultural entertainment service is still among the "Enjoying-type Consumption". But as domestic economy develops sustainably and by the time when per capita GNP is close to USD5000, the cultural demand from residents will usher in its "Blowout" development, the consumption mode dominated by cultural products will also be transformed to that dominated by cultural entertainment service. Therefore, to plan the development of cultural industry, mastering the change of consumption tide takes the priority. Therefore, the second point needing to be noticed for the planning of cultural industrial park is that it should be supported by local special culture with the consideration of surrounding industrial chain as element, along with scientific positioning and reasonable layout. The cultural industrial park is where cultural industries agglomerate. How to position for a cultural industrial park, whst elements shall be introduced and how to design industrial chain and products for industrial park are all the decisive factors for the construction of a successful park. Then how to design and plan these elements become an important mission for industrial park planning.Describing the background, necessity and significance of cultural industry development in China is the first mission of the Cultural Industrial Park Planning of China, and at the same time finds out a series of problems existing in domestic cultural industrial parks of the current stage, mainly including the three aspects:(1) Failure to accurately master market demand;(2) Lack of effective interaction between cultural industries and cities;(3) Serious homogenization.By Cultural agglomeration modes are analyzed in this part of the paper, and five solutions are proposed according to the problems existing in domestic cultural industrial parks of the current stage:(1) Construct large-scale cultural industrial parks.(2) Avoid homogenization, pursue differentiated positioning, and forge leading industry chain.(3) Master market demand accurately and enrich product content.(4) Set off from the industry chain situation of the surrounding areas, and form effective interaction between industries and cities on the whole.(5) Take advantage of integrated marketing method, represent the characteristics of parks all-dimensionally, and forge brands.By using SWOT method, the paper makes a detailed analysis on the superiority, weakness, opportunity and threat to the development of cultural industries in D County, and further verifies that it is promising for D County to develop cultural industries. And then, proves the correctness of the five solutions put forward in Section III by applying Integrated Marketing Communication Theory, Industrial Agglomeration Theory, City-Industry Interaction Theory, and Michael Porter Diamond Model of Michael Porter, and combining the examples of cultural industrial park planning in D County.The significance of the paper is that it has provided theoretical basis for the development strategies of building and improving cultural industrial parks for each region under the guidance of Twelfth Five-year Planning.
