ObjectivesThis study aims to sort out development status and problems of WHO Cooperation Centers in China; analyze the interests and needs, interests orientation of the different stakeholders of WHO CCs and its mechanism in CCs management; make policy recommendations to improve the management of WHO CCs in China, in order to better fulfill its functions, to play a greater role in the Chinese and international health affairs.MethodsMethods employed in this study included quantitative and qualitative methods. Literature research and descriptive statistics will be used to analyze the present management and development situation of WHO CCs in China; Policy analysis will be used to determine the management system framework of WHO CCs in China; WHO CCs in China main stakeholders will be identified by Delphi; stakeholder analysis will be used to analyze of the main stakeholders interests and strategies tendency.Findings1. The development status of WHO CCs in China. WHO CCs in China to support WHO’s work in many fields including information and communication supports, technical support and services, capacity building and policy support, and participate in global health depth and breadth, and has been played an increasingly important role in health building in our country.2. The management situation of WHO CSs in China. Funding gaps, incentives based on the non-material, staffing are generally 2-5 part-time positions, information platform construction still stays in the early stage.3. The key stakeholders in management of WHO CCs in China are the headquarters of WHO, the Western Pacific Regional Office of WHO, representative offices of WHO, the national health sector, the head of WHO CCs in China, the head of the institution of WHO CCs in China. The key stakeholders are support for the objective and functions of WHO CCs in China; the national health sector and the head of WHO CCs in China hold neutral stance on organization structure, policy analysis tends to that strengthen the supervision and management of WHO’s internal and external personnel, the national sector makes internal management of WHO CCs in China according to the situation of China; the head of WHO CCs in China hold neutral stance on operating mechanism, policy analysis tends to that WHO and national health sector to strengthen in funding, incentives, regulatory and security, and establish standards.ConclusionsThe key stakeholders in management of WHO CCs in China are the headquarters of WHO, the Western Pacific Regional Office of WHO, representative offices of WHO, the national health sector, the head of WHO CCs in China, the head of the institution of WHO CCs in China. The interest demands of key stakeholders focused on the operating mechanism of WHO CCs, including capital investment, incentives, regulatory and safety. The stakeholders’tendency to the management strategy are consistent. Hope to strengthen the national strategic layout and planning, make internal management of WHO CCs in China according to the situation of China, combine with the WHO to establish an effective incentive mechanism and an efficient network information sharing platform of WHO CCs, increase capital investment; WHO to strengthen the supervision and management of its own internal staff, to make plan to personnel whom are responsible for WHO CCs, to establish a unified assessment and evaluation criteria of WHO CCs; WHO CCs establish internal standardized management.Suggestionsstrengthen the national sector’s top design and strategic planning to WHO CCs in China; improve the organization structure, and makes internal management of WHO CCs in China according to the situation of China; enhanced capital investment, and establish dynamic incentives; establish an information sharing platform, and improve network and information technology.
