China is in the key historical period of social transformation with the development of reforming and opening. It is inevitably for the rural residents to being vulnerable groups in the modern risky society in the face of complicated public health risks, the weak foundation and lagging development or other diversified factors. However, the governance mode of single country risk could hardly meet the needs of diversified rural public health risk prevention and control. It’s a trend of the new epoch of social risk management with widely absorbing the grass-roots social forces and collaborative controlling the new situation. Villagers’ autonomous organization is the main form of democratic autonomy which has been practicing in our country, along with the advantages of autonomy, flexibility, localization. The production is deprived of the needs of the farmers, which, is coincident with the reality of the countryside and as well as being adapted to the development level of productivity, furthermore, can most widely mobilize and organize grass-roots participation in rural public affairs management. In the actual operation process, however, because the deficient in the subjectivity of emergency system design, information transmission distortion, the villagers’autonomous organizations merely play a limited role in rural public health risk management. Consequently, this paper focus on exploring the problems of the participation of the villagers’ autonomous organization as well as analyzing the various reasons of the problem so as to proposes the optimization strategy and to improve the efficiency of rural public health risk prevention and control.This paper bases on social survey research methods such as case analysis to systematically analyze the rural public health risk prevention and control, and put forward the optimal path to participate in risk governance. The outline is under the four dimensions of the policy participation, the allocation of resources, information transmission and cultural positions, which are regarded as the framework of analyzing the rural public health risk prevention and control. For starters, to provide the support of the theory of the necessity of the participation in villagers’ autonomous organization of rural public health risk prevention and control. Secondly, studying existing problems from the participation in the process through the analysis of the current situation of Jian county villagers’ participation. The conclusion is given by discussing the emergency system design form others, weakening public health emergency security sources, out of focus of the risk information transfer process and other factors.Ultimately, put forward to some countermeasures and suggestions combined with the actual situation in our country, the sound system of emergency safeguard, expanding financing platform, and improve the mechanism of coordination and communication of information, strengthen the rural public health risk education to optimize the villagers autonomous organization to participate in the rural public health risk.Through systematically analysis, the dynamic process of the villagers’ participation has a theoretical and practical value with either comply with the requirements of complex social risk management or meet the requirements of continuing development of the villagers’autonomy organization.
