Study On Optimization Of Intelligent Supply Of Community Public Service In China

Along with China’s rapid economic and social development, in the public service area, the contradiction between the rapid growth of the public demand and the inadequacy of the supply of public services become increasingly obvious. In this regard, the society has been actively calling for reform in the supply of social public services. For instance, in the latest "Thirteen-Five" Plan, it was expressly mentioned that "increasing the supply of public services, address issues of concern to the people the most direct and real interest, and enhance government responsibility, improve the efficiency and quality of public service.”The Plan particularly stressed that innovation in public service delivery and efficient supply of public services should be approached in order to provide the public with high quality and efficient public services and to promote the steady growth of China’s economy.As a fundamental part of the city, the reform in the supply of the community public service is closely related to the changes in the demand of the community public service. But there are still many unreasonable features in the current city community public service supply, which are particularly as the following: I. the traditional view of service is not easily changed, the service is not changed as of supply function, which is of big gap from the residents’ demand and is difficult to meet such demand; II. given the big data environment nowadays, the traditional supply approaches can no longer meet the changed demand, which makes the service supply approaches lack innovation; III. both the content and the form of the service supply are monotonous, which is difficult to meet residents’ multiple demands and is disadvantageous to the community’s long term sustainable development. Therefore, innovations should be applied to the supplier, content and platform of the services. And the idea of intelligence in construction and certain techniques and equipment should be used to continuously improve the city’s community public service, both in terms of its smartness and service quality.This Paper follows the research route of "proposing problem- analysis problem-formed assumed-argument- obtained conclusion”. Firstly, it starts from analysis on the current status of China’s city community public service intelligence supply, revealing the development, the status and the achievement of intelligence supply; secondly, conduct theoretical illustration on the development trend of the current city community public service intelligence supply, which is actually a elaborate on the status it should be achieving; then, via comparison on the current status and the status it should be achieving, analyzing the problems and reasons thereof; then, in consideration of the fundamental features of the intelligence supply, proposing the overall idea and the core factors of improving China’s city community public service intelligence supply; and, lastly, based on the overall idea and focuses on the three core factors, conducting detailed analysis respectively, proving the hypothesis, leading to the conclusion and pointing out the shortcomings in the study. This paper seeks to improve the city community public service intelligence supply from three aspects, namely the supplier, the content supplied and the platform for the supply, so that the intelligence in city community public service supply may be improved, and the residents’ various demand in public service may be met.
