The reform of medical and health system is an important part of the socialism cause reform. Follow the principle of public welfare, the new-round reform, which explicitly put forward the basic health care system as the population-based public goods for the first time, began in 2009. As components of government service departments, agencies for disease control and prevention are public institutions to provide public health products, which also have the defects such as socially inefficient, politicized relationship chaos and so on. Faced with the new requirements on public health services proposed by he medical and health system reform and combined with the current business of public institutions reform, disease control and prevention agencies are in an urgent need of strengthening function construction.The thesis introduces the history, the change of the property, and the functions of disease control and prevention agencies in China. The development of agencies can be divided into 3 phases:health and epidemic prevention committees as departments of locial governments, health and epidemic prevention stations as public institutions, and centers for disease control and prevention (CDCs) in 21st Century. The current CDC system is a state-province-city - county system, whose main fuctions cover 7 areas as disease control and prevention, public health emergencies, information management of disease and health-related factors, laboratory analysis and comment, health education and promotion, technical guidance and applications of public health.The thesis introduces the property, location situation, departments, human resourses, and functions of CDCs at different levels in Jiangsu province, then, analyzes the absence of public functions which is due to the current fuzzy property. The absence of public functions are mainly reflected in lack of fund given by government, high ratio of charge services, poor effects of public health management, different policy recommendation levels, poor human resources, insufficient laboratory and research training capacity, and inconspicuous social benefits. The absence is caused by the short of government finance, the low scientific service capability, the limited quantity and quality of human resources especially in CDCs at basic levels, and the unhealthy management mode between health administrative departments and CDCs.The thesis gives a brief introduction of CDC system of developed countries, including the United States, UK, and Russia. Compared with the CDC system of developed countries, the most obvious difference of China lies in the nature of organization, then in the way of raising funds and the scope of power. China’s CDC system need to strengthen the government leadership, increase the investment of government finance and human resources, improve the collaboration of social and CDCs, improve the level of information technology construction, etc.Public health services are related to the interests of the whole society. Based on the experience of CDC systems of developed countries, to solve the problems above, CDCs in China, which must redefine their property in public institutions, should focus on functions of public welfare. Government should take responsibility of public health services. As disease prevention and control work is a non-profit welfare undertaking, CDCs should strengthen their social responsibility, improve self-construction and the relationship between CDCs and related government departments, CDCs and hospitals.The thesis gives some suggestions and countermeasures. The government should strengthen the leadership, pay more attention to the public health service functions, and increase stable and efficient financial investment. The management system of CDCs should be improved to strengthen the operational guidance among the various levels of CDCs and to reform the personnel system. CDCs should return to the public welfare, sort out the functions and border of the organizations, provide public products, and gradually strip non-public service. A socialized operating mechanism should be built to provide public products and service more effectively. CDCs should take measures to establish a perfect legal person system and to speed up the construction of democracy in the new property as well.
