Pharmacy Prescription Drug Sales Regulatory Problems And Countermeasures Research In China

Prescription drug, as a special commodity, the public can buy it from pharmacy with a doctor’s prescription, and our country has also issued a series of laws and regulations to regulate the sales of prescription drug. But in recent years, non-standard events of the prescription drug sales were exposed many times. Through the investigation about pharmacy prescription drug sales in Haikou, we found that many problems exist generally, such as, prescription drug sales without checking prescription, prescription had not saved for future inspection, licensed pharmacist do not on duty. The reason is various, for the system and mechanism of current laws and regulations is not sound, or pharmacy operators fail to follow the provisions strictly, or the resource of licensed pharmacists are insufficiency and seriously waste, or the regulatory authorities fail to implement supervision and promotion policies. Therefore, we should take measures to perfect the regulation of prescription drug sales. Firstly, the government should establish and perfect the laws and regulations, and implement in the light of local conditions; the government should accelerate the reform of the medical and health system, and perfect the mechanism of the online sale of prescription drug; the government should strengthen the regulation of pharmacy, by the normal regulation method, electronic information technology, the supervision force from the cooperation of different department, and the construction of supervision team; the government should carry out publicity and education to strengthen the normative consciousness of pharmacy staff and the public. Secondly, pharmacy should establish standardized management mechanism, strengthen internal training and external publicity, and explore the use of electronic information technology. Thirdly, we should play the important role of social supervision, establish incentive and restraint mechanisms, promote the establishment of industry self-regulatory organizations, and create a pattern of social governance.
