The Predicament And Improvement Of Catastrophic Disease Insurance In Rural Areas In The Process Of Urbanization

In the process of urbanization, farmers are the main part of rural economic and social activities, but their income and health benefits have significant differences from the urban residents. They are the group which needed catastrophic disease insurance more. The catastrophic disease insurance of new rural co-operative medical system(hereinafter referred to as "catastrophic disease insurance of urban and rural residents") is a sustainable solution to solve the poverty problem caused by catastrophic disease.After two years of popularization of experimental unit, catastrophic disease insurance of urban and rural residents has entered into a new stage, but it also appeared many problems such as financial risk, system design deficiencies, compensation level, the non-standard conduct of participants and so on. In view of this, catastrophic disease insurance of urban and rural residents becomes a new focus of research on medical security system in China.In this paper, we reviewed the theoretical framework and the development of the new rural cooperative insurance by literature research and empirical research methods. On how to solve the economic burden problems, we propose prior intervention strategy on rural residents health guarantees, construct and complete the insurance system of catastrophic disease by government-leading and society participation, give play to insurance company and expand channels to resist the personal disease risk.
