Research On The Standard System Framework Construction Of Chinese Traditional Advantageous Therapy

Objective:To standardize the application and popularization of Chinese medicine preponderant iatrotechnique(CMPI) so as to ensure its orderly, high-efficient and rapid development, this thesis study the standard of CMPI by using standardization theory. Methods:The systematic research methods including literature research, reference method, expert consultation and questionnaire were used to analyze and sort out the standardized basic theory and the overview of Chinese medicine standard system. Based on grasping the relevant theory of standard system, understanding the current situation of CMPI and indentifying the importance of standardization in the development and spread of CMPI, as well as using the research experience of other industry standard system as reference, 1430 CMPI standards, which are either in force or under formulating or in prefabricating, were collected and sorted out. These standards include 719 iatrotechnics standards corresponding to Chinese medicine preponderant entity, 143 iatrotechnics standards in the first and second batch of Ten Years Hundreds Kinds, an appropriate techniques extension plan facing county and grassroots promoted by NHFPC, 238 iatrotechnics standards in the first to fourth batch of the Chinese medicine clinical appropriate techniques. Then the standard system framework of CMPI was determined and the top level of design proposal was suggested. Aiming to the feature of CMPI standardization, its categorization method was investigated and the object, which is suitable to standardize, was found. As a result, quadruplet semi-open ended CMPI standards questionnaire were made. These questionnaires include six parts: instruction, summarize form, endotherapy categorization questionnaire, acupuncture moxibustion categorization questionnaire, manipulative therapy categorization questionnaire and external therapy categorization questionnaire. By using the methods of communication and field investigation, questionnaire survey on CMPI standardization system framework was made in Shanxi University of Chinese Medicine Affiliated Hospital, Shanxi University of Chinese Medicine Affiliated Hospital of Integrative Medicine, Shanxi Provincial Hospital of Chinese Medicine, as well as Yanhu District Hospital of Chinese Medicine, Xinjiang County Hospital of Chinese Medicine, Jishan County Hospital of Chinese Medicine, Wanrong County Hospital of Chinese Medicine, etc. According to integrated consultant opinion, CMPI standardization system framework was established. Furthermore, these standards were classified and their adaptability and rationality verified. Results:Two hundreds and thirty-four questionnaires were distributed in this survey and 198 effective questionnaires were reclaimed with a efficiency rate of 84.6%. Twelve peer specialists, from Shanxi Provincial Administration of traditional Chinese medicine, hospital, pharmacy, healthy service, medical college, community health services center, met together to convoke 2 times of seminars. Moreover, project members finished two weeks of study in Hubei University of Chinese Medicine and Yangtze University, which are famous for fruitful standard study. This study draw lessons from multiple standard system frameworks of Chinese medicine and divided hierarchical structure of CMPI standardization system framework into 7 hierarchies with technology standard as core. The first professional common standards were classified four main categories including basic standard, technology standard, manage standard, work standard by using qualitative classification method. The second professional common standards were classified 25 kinds of standards according to function of standardized object, including 7 kinds of basic standards, 5 kinds of technology standards, 9 kinds of manage standards and 4 kinds of work standards. By using functional classification method, the third professional common standards were deeply subdivided with technology standard as core. The fourth and fifth hierarchies of technology standards are department common standards, which were classified by using therapy classification. The sixth hierarchy of technology standards is department common standards too, which were classified according to therapy and treating equipment. The seventh hierarchy of technology standards is specific standards, which were exemplarily classificated according to The Composition Principle and Requirement of Standard System Form(GB/T13016-2009). The parameters of CMPI standards are including serial number, standard number, standard name, date of enforcement, extending unit, standard status(in force, conciliation, un-enforce), ICS classification, standard rank(national standard, provincial standard, professional standard, business standard), standard content, remark, etc., which will lay the foundation for establishing standards database in the future. Conclusion:(1)The construction of CMPI standards system framework was preliminarily finished.(2)The methodological problem for studying the CMPI standards was investigated, which can be used as reference for consummating this standards system.(3)The CMPI and their standards, either in force or under formulating or in prefabricating, were collected, which provided the basis for their self-revising. Therefore, this study is helpful to resolve a series of problems in revising CMPI standards, such as lacking scheme,systematicness and foreseeablility, producing the determinate leader effect for formulating the CMPI standards and promoting its standardization process all-roundly, healthily and sustainably.
