A Case Study On The Construction Of Medical Commonwealth In Chengdu Three Hospital And Pujiang County Hospital

Since the reform and opening up, China’s economic have made great achievements, won the people’s living standards improved significantly. In the health sector, health care and service quality levels steadily, medical career has made tremendous progress. However, People’s medical treatment is still not satisfied with the problem highlighted, the doctor-patient relationship has become strained. With the rapid development of the economy, the demand for public health and health services increased significantly compared to the past, to the requirements of modern hospital treatment is not just a doctor, the hospital also hopes to provide a more comprehensive health management programs. But the reality is that the overall supply of health resources shortage and layout is not reasonable. So in the previous national health system reform in regard to promote the efficient allocation of health care resources as an important starting point.In April 2009 the central government issued 《on deepening the views of health system reform》 which clearly states:To improve the health service system based on the primary health service, the establishment of two cities, three hospitals and primary hospital especially the division of labor mechanism township hospitals and community health agencies. Thus the country from the macro policy for a new round of health care reform a clear direction to gradually achieve universal access to basic health care goals. Establish new urban health service system will not only help alleviate the current and expensive, medical care problems, and for narrowing the gap between urban and rural areas, promote the coordinated development of regional economy and maintain social harmony and stability there can not be ignored.In the construction of new urban health service system in the process, how to promote the division of labor between large urban hospitals and community health organizations, to take what specific cooperation model in the process? Chengdu three hospitals and Pujiang County Hospital hosted by the way, the formation of health care consortium to build new urban health service system for a bold attempt. This paper on the development of domestic and foreign medical association, the system introduces the establishment and development of Chengdu, Pujiang County, three hospitals and hospital medical Li and mentioning, and the difficulties encountered in the development, analysis of the causes of the problem, to out of the solution, the effectiveness and implementation of the program were evaluated.This paper argues that the city should build health service system, the establishment of regional health consortium, led by the relevant functions require agencies, large hospitals and primary health care institutions to participate to complete. To co-ordinate the implementation of the process of planning, building collaborative mechanisms to integrate all levels of medical and health institutions; in addition the need to establish mechanisms to balance the interests of balancing the interests of all parties to ensure the effective and smooth operation of the medical association; the same time to guide the sharing of resources, intensify propaganda is the people integrated into the specific process of health care reform, so that people can understand and support the reform measures.
