China made a historic development of health promotion in 2012, “residents health literacy”was added into the state’s basic public service system,“second five planning” and “health development five plan”,as an indicators to measure the ability of national basic public services and the level of public health. Health literacy promotion action officially was approved and funded, and health literacy survey also became a regular job. From 2012, Chinese residents’ health literacy survey was more perfect than in the past.The sampling method and survey content was adjusted and improved.Also it was the beginning of a standardized health literacy survey.Objective:The purpose of this study is to assess the Jilin province residents’ health literacy level and it’s relevant influence factors, and to analyze the variation tendency of public health literacy in recent few years, so that to find the weaknesses of health literacy promotion work. Through these works, provide reference data for evaluation of health literacy. Also provide the basis for the local government to take intervention measures next and formulate directional measures about health policy-making,health promotion and health education. Further to establish and perfect the system of health literacy assessment, comprehensively improve the health literacy level of the residents and improve the quality of life.Methods:Investigation adopted stratified multi-stage proportional to population size sa-mpling method, a sample of investigation sites including Changchun, Jilin city, Siping, Liaoyuan, Tonghua, Baishan, Songyuan, Baicheng, Yanbian Korean auto-nomous, respondents included urban and rural residents age between 15 to 69 years old;Using Chinese health education center established <the national moni-toring residents’ health literacy questionnaire2012> by household questionnaire survey method.Results:The overall level of health literacy of residents in Jilin province was 9.63%. The rate of basic knowledge and concepts, healthy lifestyle and behavior, basic skills was 17.14%,8.82%,16.81%,respectively.The rate of basic knowledge and concepts was the highest, the rate of basic skills lies in the middle, while the rate of healthy lifestyle and behavior was the lowest.We divided the health literacy into 6 classes, the proportion of residents in Jilin province who had these 6 classes were as follows: The scientific views of health literacy(33.06%),infectious diseases prevention literacy(18.51%), chronic disease prevention literacy(6.74%), safety and emergency literacy(47.68%), basic medical health literacy(11.58%), health information(25.43%). Among them the rate of safety and emergency literacy was the highest, and chronic disease prevention was the lowest.The correct answer rate of Six types health problems literacy,such as knowledge of the residents of chronic, knowledge of infectious diseases spreading, basic healthy knowledge, understanding of the state’s basic public health services was less than 50%.Chi-square test showed that different urban and rural areas,age,degree of education, career, were influence factors of health literacy.The results of multi-reason logistic regression analysis indicated that, different urban and rural areas, degree of education, career, were the influence factors to health literacy.Conclusion:Residents’ health literacy of Jilin Province was staying at a low stage in 2012. The distribution of residents’ basic knowledge and concept, healthy lifestyles and behavior, basic skills was different;and the main problem was that the level of healthy lifestyle and behavior literacy was significantly lower than other two literacy. In six kinds of health problems literacy: literacy of safety and emergency ranked first, second was literacy of scientific concept of health, the third was literacy of health information, literacy of prevention and treatment of infectious diseases ranked fourth, basic health literacy ranked fifth, literacy of chronic diseases ranked sixth.The literacy of basic health and chronic disease prevention needed to be improved in Jilin province.Residents’ knowledge about these two literacy was pessimistic. Urban residents, residents of high levels of education and work in the medical residents had high rates of health literacy.Influencing factors of health literacy of residents in Jilin province were area, education level and career.
