Research On Disease Prevention And Control In Shijiazhuang Municipalitybased On Performance Evaluation

Performance evaluation is the objective evaluation on the social environment, the job basis, the process of the working and the effect of public health functions performed by the institution of disease prevention and control. It is an important tool to promote the standardized management of institution of disease prevention and control and to implement the primary duties. In 2008, the performance appraisal system of disease prevention and control work was began to implement in China. To understand the effect performance evaluation on disease prevention and control in Shijiazhuang Municipality, to sum up experiences, and to find the shortage to provide the evidence for improve the quantity of disease prevention and control.We began with the concept of disease prevention and control and performance evaluation to define the meaning of performance evaluation of disease prevention and control for the first time. Second we sum up the performance evaluation of disease prevention and control at the systematic multi-stratification quantitative multi-dimension complexity level. Quarter-on-quarter growth, cumulative growth rate, average growth rate, the average development speed, the average growth rate were used to evaluate the performance appraisal system of disease prevention and control of Shijiazhuang Municipality in 2008-2013. Performance data respectively from two aspects: Regional performance and institution performance were to analyses in the longitudinal development. The results showed that the business of performance evaluation was good. Significant effects were obtained in all of fields among disease prevention and control, but regional performance was worse than that of institutional performance. Thus, it need to strengthen the mechanism of government leading, multi-sectorial collaboration, and the society participating in the work of disease prevention and control. Furtherly, the horizontal comparison among the performance evaluation of disease prevention and control in different districts at the same time was analyzed. The shortage of disease prevention and control was explored. Finally, improvement measures focused on the institution of disease prevention and control were proposed, and suggestions for the government and the public health administrative department were put forward.
