Objectives Based on reviewing Chinese chronic disease prevention project of work(2012-2015), Chinese Guidelines on Prevention and Treatment of Dyslipidemias in Adults, research advances in dyslipidemias and health project evaluation criteria construction, and evaluation index system, this study is aimed at establishing an assessment index system for Chinese health management service project of dyslipidemia in adults, and providing basic principles for evaluating the project, and putting forward suggestions to health management service for dyslipidemia in community.Methods This study was conducted through two steps and qualitative analysis was used. Firstly, evaluation criteria and fundamental rules were built after literature retrieval of health project evaluation principles, assessment index establishment principles, and health project evaluation contents and methods and expert meetings; then research progress in blood lipid abnormality intervention was retrieved, and a preliminary evaluation indicators framework was constructed. Secondly, key performance indicators and Delphi are used to evaluate and select the indicators in the initial framework. SPSS13.0 software is used for statistical description and analysis. At last, the index system and weight of each indicator were identified.Results 1 A primary evaluation system for Chinese health management services of dyslipidemia in adults was built, including 32 measurable indicators of three levels. 2 A total of 27 experts took part in the 2 rounds of Delphi method consulting, with an expert response rate of 85.2% and 81.5%, and expert authority score of 0.800 and 0.839. Coordination coefficients were W=0.297(?2= 13.65, P <0.05), W= 0.448(?2= 19.73, P <0.05), respectively, showing that result of the second round was greater than that of the first round and experts’ opinions were consistent. 3 After two rounds of Delphi consultation, the index system and the weight of each indicator were defined. The three level-one indicators for the index system were supportive environment, service implementation and service capabilities, and their weight coefficients were 0.3242 、 0.3357 、 0.3403 respectively. 9 indicators for level-two and 32 indicators for level-three were also given a corresponding weight coefficient.Conclusion Through Delphi method, the whole index system was established which has 3 levels. There were 3 first grade indicators, 9 second grade indicators and 32 third grade indicators. This index system is based on the national plan, regulations and guidelines about dyslipidemia and chronic disease prevention and control; it is comprehensive, well-structured and easily operated, so it is suitable to be applied in the Chinese Health Management Service of Dyslipidemia in adults.
