Research On The Status Quo Of Retail Pharmacy Implementing GSP For Drug In China

As the basic maxim for quality control in the process of drug circulation, GSP for drugs regulate the various business links of pharmaceutical trading enterprises. While retail pharmacy is the terminal sales of drugs, which is the direct channel of consumer accessing to drugs, strengthening the retail pharmacy authentication of GSP for drugs and ensuring the terms and condition of GSP for drugs are properly implemented in the daily operation and management is of great significance.With the development of our country medicine retail market, the terms of the GSP for drugs content have been adjusted, in order to maintain its advanced nature. Since June 1,2013, the current edition GSP for drugs has been implemented, which make retail pharmacy obtaining operational qualification and daily operation management put forward higher requirements. At the same time, some problems arises such as the pass rate for some terms of authentication is low, the poor executive performance of the terms in the daily operation and management and so on. Based on the research of domestic retail pharmacy management and GSP for drugs, and combining Kaifeng’s retail pharmacy the status quo of authentication and implementation, and summarizing the problems of that, meanwhile, makes an overall investigation about the causes of problems, aims at providing the feasible advice for making retail pharmacy through the authentication of GSP for drugs without incident and enforcing every term of GSP for drugs effectively.The research project approaches of literature survey, which includes content analysis and comparative study, and the method of investigation includes questionnaire survey and interview.Studies have found that a rapid increase in the number of retail pharmacy in our country, as of June 2014 has reached 433, 319, the large number and imbalance regional distribution make drug retail market competition fierce. Through comparing 2000 with the current GSP for drugs clause can be seen, the current version of the implementation of the GSP for drugs, have improved the start-up difficulty of retail pharmacy, to have slowed the development of the number of retail pharmacy, the quality of the new open retail pharmacy management be ensured. However, because of the inadequate medical system reform, the imperfect relevant laws and regulations, the administrative department of the regulation, retail pharmacy and GSP for drugs cognitive deficiencies such as the existence of the status quo, as a result,the retail pharmacy will not actively perform GSP for drugs terms, which have become prominent questions, such as providing licensed pharmacists, prescription drug sales, the implementation of drug electronic supervision and other terms be not implemented perfectly, and this phenomenon is general. In the process of investigations about retail pharmacy in Kaifeng, the results of data analysis not only confirm the terms of GSP for drugs, which is difficult to be implemented in universal, but also through the investigation of this way to improve "difficult terms" execution status, which have been proved the feasibility. Making retail pharmacy pass the authentication of GSP for drugs and implementing long-term, is not only unilateral of retail pharmacy to make efforts, but also the government make national policies and regulations follow up, the drug regulatory departments make the supervision and inspection strengthening, all of these, will play an important role in promoting.This paper analyses the current development of retail pharmacy in the round, summarizing the problems in the development process, and highlighting the significance of the retail pharmacy to implement GSP for drugs. Through on the detailed analysing the current version terms of GSP for drugs, combining with the literature and the results of the investigation, to find out the terms, which is impediment to make the retail pharmacy pass the authentication and difficult to implement in daily operation and management. The innovation is making the results of the research in three areas including the GSP for drugs terms the implementing attitude and actual conditions of retail pharmacy, and the environment of the terms implemented as a starting point, for a deeper analyzing the reason of that, to improve the more scientific and concrete solutions, such as ameliorating the national policy environment, perfecting the laws and regulations, strengthening the supervision of administration, in addition, improving retail pharmacy’s level of management, bringing into full play the role of society supervision.
