Public health issue, such as SARS, avian flu, sometimes may also cause crisis in the whole community. Health Inspector is an important component of the public health system, as the implementation of the main health laws and regulations which related to people health and public health order.During the past decades, Health Inspector system has undergone several rounds of reforms. It has accumulated valuable experience,at the same time,the system of China Health Inspector Reform should be continued all the time.Health Inspector is defined as: public administration supervise social health issues, in accordance with laws and regulations. The ideal Health Inspector System contains: proper Health Inspector System values, adequate organizational resources,sound system functions, good human management. Foreign Health Inspector System is particular in its long history of development which forms a number of references for us, such as a sound legal system, a clear division of responsibilities, focusing on the quality of employees, the integrated governance body. Considering the history of Health Inspector System reform since the New China, it is necessary to grasp the logic of Health Inspector System reform. It seems from the macro, there are four aspects problems of Health Inspector System reform: the reform direction is not clear,organizational resources are not fulfilling, the functions of the system are not perfect,human management isn’t in place. Base Health Inspector System is unique, its aspects to be reformed are more specific and clear.According to study, select Hunan Pingjiang Health Inspector System as sample is proper. Studying work information, leader interviews, statistical data, theory and similar cases, then we can make comprehensive in-depth analysis. We find that,although the organization, functions and service feedback system is mature, but there are shortages on the implementation of the reform, operation resources, primary functions, human management and other aspects. In order to build the ideal Base Health Inspector System in the corresponding, the study proposes 11 highly appropriate reform suggestions on four sides. Firstly, recommend to make a better top-level design, to ensure the reform’s plan profession inclusivity. Secondly, keep the same step between the organization and resources under the new situation. Thirdly,adjust Health Inspector functions. The last, optimize Health Inspector human resource management.
