Objective:To know about the basic conditions in child health service capacity of county-level Maternal&Child Health(MCH) institutions in Dongying by making an investigation into the6county-level MCH institutions in Dongying in2012. To find out the problems, the relevant affecting factors and the measures to solve the problems by comparing and analyzing the relevant data in order to provide necessary basis to further develop disciplines in child health service capacity and improve the child health service capacity of county-level MCH institutions in Dongying City.Methods:The child health service capacity of the county-level MCH institutions was investigated in Dongying in2012. A questionnaire about child health service of MCH institutions derived from some recent professional literature was used as the assessment tool. The content of the questionnaire includes:1. the investment in child health service of county-level MCH institutions, including housing and equipment allocation, the number, aptitude, major, education, training of the personnel etc.2. the development situation of child health service in county-level MCH institutions, including department setup, service items, workload of every service etc.3.the management of child health service in county-level MCH institutions, including development of work, the completion of management indicators, the statistics of health indicators etc. The staff, facilities and service conditions of county-level MCH institutions were fully understood by making the investigation.Results:1. The results showed that there was a big difference in the child health service capacity between the county-level MCH institutions in Dongying.(1) The average housing area of children healthcare was598.67m2,making up12.47%of the whole office area. However, the largest housing area of children healthcare (the MCH institution of Shengli Petroleum Administrative Bureau) was2107m2, which was42.14times of that of Dongying District MCH institution (40m2).(2)The levels of the staff were high on the whole,75%with bachelor’s degrees (100%with bachelor’s degrees in Guangrao, Hekou and Shengli Petroleum Administrative Bureau) but there were few professional medical workers with master’s degrees or higher and some institutions still employed workers without medical degrees.2. The average outpatient visits of each institution in Dongying were2910. The income of child health clinics was360,000yuan, making up13.97%of the general income of all the clinics in the institution. The annual income of child health clinics in Dongying District MCH institution amounted to900,000yuan while that of the comparative institutions in Guangrao, Kenli and Shengli Petroleum Administrative Bureau was400,000-430,000yuan and other counties earned even less.3. The management of the child health care was different in different counties. Generally speaking, the visit rate of newborns was97.32%. The physical examination rate of children under5was88.96%. The systematic management rate of children under3was98.10%. The coverage of children health care under7was96.34%. The incidence of low birth weight was1.51%. The incidence of severe malnutrition in children under5was1.09%. The hemoglobin detection rate among children under5was87.58%. The incidence of moderate or severe anemia in children under5was0.32%. There were no data about the number of simple obese children under5.4. The basic child health services were well carried out but there were only a few advanced services. The basic items such as child growth and development, nutrition guidance, high-risk infant visit, ear and hearing healthcare were well carried out while services like the psychological behavior development test, psychological behavior development counseling, early development guidance etc. were seldom provided.Conclusion:The county-level WCH institutions in Dongying have made some achievements in the building and professional development of child health services, but the development is quite different between different counties. There are much weakness and difficulties in these county-level WCH institutions including staff employing, subject building and the capacity of high level professional service,so they are still facing arduous tasks and challenge in the developmentof children healthcare service.
