Under the current conditions of market economic system, deepening the reform ofincome distribution and completing the wage management system of public institutionsare related to whether the overall reform can progress smoothly or not. Previous wagesystem reforms have made remarkable achievements, but some problems still exist inour current wage system. For instance, wage management of institutions is far fromperfection, the structure of wage system is irrational, the order of distribution is vague,the factors of the position are reflected inadequately. The operating wage system hasbeen difficult to adapt to the requirement of the market economic system, and theseproblems have affected the working initiative of the staff in public institutions at thesame time. Thus, it is an inevitable trend to further deepen the reform of the incomedistribution system and to standardize the income distribution order.The reform of income distribution system of institutions in2006was only the firststep in pursuing merit wage system.According to arrangements of the State Council, allinstitutions have started to implement the wage system depending on job performancesfrom Jan2010which has opened a new era of the distribution system for theinstitutions.Position performance pay system involves various factors, it is a system with acomplete mechanism. We have to continually study and explore how to establish anappropriate wage distribution system in practice which focuses on position responsibilities in a truthful way, bases on the performance appraisal and complies withthe characteristics of public institutions.Therefore, in this context of reform, this article systematically elaborated theconcept and theoretical basis of health institutions merit wage system, introduced thebackground and content of the four wage system reform, analyzed the initiallyestablishment and constantly development of health system institutions wage system,then summarized the characteristic of health institutions wage system reform at eachstage, and attempted to explore some rules during health institutions wage systemreform. On this basis, we used Nantong Maternity and Child Health Care Hospital asthe object of this study, sorted out the useful content through a large number of policyinformation and investigation data, used a variety of research methods such asinformation access, questionnaire and interview, we made comprehensive research onthe implementation effect and operation situation of Nantong Maternity and ChildHealth Care Hospital. We pointed out the problems and reasons during the process ofPerformance-based pay system reform, and discussed the solutions for the problems.
