Back ground:Since2008, China has established health literacy monitoring system, but the results in2012shows that the health literacy level of Chinese residents is still relatively low, only8.80%. National Health Literacy Promotion Action Plan (2014-2020), published in2014, pointed out, the implementation of national health literacy promotion to meet the health needs of people, establishment of a scientific view of health advocates, promotion of health equity, and creating a healthy culture have a great significance on promoting comprehensive, coordinated and sustainable development of health planning as well as economic and social undertakings. The target is to increase the level of health literacy among residents to20%in2020.Since the reform and opening up, the tide of the market economy prompted a large number of rural surplus labor moving from rural areas to cities, forming a massive army of migrants. Their arrival has injected fresh blood to the city’s economic development, provided a rich labor resource for urban construction. The floating population have become the main force in the modern urban construction. However, the health literacy of migrants has caused a long-term concern, and improving health literacy levels needs long-term and unremitting efforts. The Eighteenth National Congress of the CPC also proposed New Urbanization in China. Floating of the population is the core of the New Urbanization, so floating population need to be treated the same as local. Therefore, the floating population in the enjoyment of the pursuit of wealth and the realization of a dream, at the same time, it is particularly important to maintain their physical and mental health.Objective:To find the level of health literacy among floating population in Jinan, to identify factors influencing the level of health literacy among floating population, and to provide the basis for the agencies at all levels to formulate corresponding policies.Methods:The study adopted a multi-stage cluster sampling to enroll floating population in Ji’nan city. The survey questionnaire was based on contents of Chinese citizens health literacy-the basic knowledge and skills (Trial), using the Chinese citizens health literacy questionnaire designed by the National Health Education Center in2010, which includes demographic characteristics, health knowledge, behavior, skills of health and ways to obtain knowledge. Epidata3.0was used to establish a database. T test and analysis of variance were used to test differences of health literacy score among floating population. Unconditional Logistic model was used to analyze factors influencing health literacy.Results:In Jinan, the proportion of the floating population with health literacy is1.0%. The proportion of floating population with basic knowledge and concept of literacy was7.39%, with healthy lifestyle and behavior literacy was0.78%, with basic skills was17.51%. In Jinan City, the proportion of the floating population with basic health literacy was37.35%. The proportion of floating population with basic knowledge and concept of literacy was43.19%, with healthy lifestyle and behavior literacy was29.96%, with basic skills was48.25%. The floating population in Jinan City, basically have5kinds of health literacy problem and proportions from high to low are:safety and first aid literacy (65.18%), scientific view of health literacy (60.7%), infectious disease prevention and literacy (39.88%), basic health literacy (26.85%), and chronic disease prevention literacy (11.87%). Multivariate regression analysis showed that marriage, education are significant factors affecting the level of health literacy.Conclusion:Health literacy levels of the floating population in Jinan are lower than that of ordinary residents;health literacy levels of men are slightly higher than that of women; people who have higher education have a higher proportion in basic health literacy, the floating population who are with higher ages see a downward trend in health literacy levels. To deal with floating population, we should take appropriate measures, continue to monitor residents’health literacy, targeting to improve their health literacy levels.
