The construction and improvement of the medical and health service is very essential for the development of a country and is vital for a nation’s prosperity. The development of medical and health care is not only related to the citizens’ physical quality,but also affects the development speed of the construction of a country.It is even the fundamental difference between a strong country and a weak country. Of all the medical and health services, the sucess of the medical and health service in rural areas directly affects the improvement and construction of our overall health service. Therefore, the Party and state attach great importance to the development of the medical and health service in the countryside, which is one of the standards to measure a ruling party’s governing ideas, governing ability and governing results. It also is one of the standards to measure whether the ruling party has strong feelings towards the masses or not. So the improvement of the medical and health service in the countryside, which is of considerable realistic significance for ensuring the people’s wellbeing, promoting development, maintaining stability is one of the focuses of the current social reform in our country.The first part of this article to the founding of the early central government under the governance of the rural medical and health conditions as the background, this paper introduces the party and the government change the rural poor state of health efforts. The second part mainly introduces the half farmers and doctors which the immediate cause of medical boarded the stage of history, as well as the half farmers and doctors ‘ selections, training and working conditions. The third part mainly introduces that with the continuous development of cooperative medical care system, the development of half farmers and doctors bring a high tide, and the emergence of a new identity- "barefoot doctors". The fourth part is that historical experience as an example, for the present construction of our country’s rural medical and health undertakings provide some beneficial references and enlightening advices.
