Study On The Moderation Of Major Medicai Insurance Supply In Shanghai

Disease is one of the important factors that affecting the level of people’s health,especially those diseases which need to pay for expensive fees, long duration of treatment and the expensive pills, which make people live in poor situation, and seriously affected the normal work, but also make the families get into the disaster expenditures, even worse poverty. Shanghai, is one of the most developed cities in China, also began to appear some new problems, such as serious fog weather, the fast work pace, the increasing life pressure,more and more migrant workers came into Shanghai, and there are more and more aging old people, which leading to a variety of chronic diseases, increase the burden of the masses in terms of major medical costs and chronic diseases. Many scholars considered the high hospitalization costs as the serious illness, but ignore the outpatient illness that those people also cost a lot of money. Therefore, this paper focuses on outpatient illness research so that can improve the level of urban workers major medical insurance, and enhance the ability of workers against the risk of serious illness and improve themselves health level.Under the background of the policy that "starting from protection of serious illness in consists with improving the security level", it was issued by Central Committee and the State Council in March 2009, and the main research the moderation of major medical insurance supply will mainly focus on the six areas:(1) Studied the level and the meaning of major medical insurance theoretically. Further study the limited factors of the level of major medical insurance, making a measure of the level of major medical insurance criteria,and analyzing the theoretical basis of the level of major medical insurance from theperspective of health economics;(2) Study the domestic and foreign security policy on serious illness and learn the experience;(3) Based on the status of Shanghai major medical insurance supply, using the international measure way to calculate the level.(4)Through the Analytic Hierarchy Process, we can get its level and positive and negative factors.(5)By using the Grey System, to predict the medical insurance fund surplus, and how to keep the moderation between the illness diseases and the surplus.(6)Finally, we get the balance strategies of the moderation, and realize the aim of moderation.
