| BackgroundThe party central committee and state council set a goal of strengthen and complete the disease control and prevention system in 3 years after SARS in 2003.Shandong province payed special attention to the system construction and started two brunches of public health system construction,i.e.disease control and prevention system and infectious disease treatment system. Thus house,lab equipment and talent pool had been promoted at all levels of disease control agents.In recent years,Dongying city had gradually completed a net-work for disease control and prevention,enhanced lab construction,therefore lab capacity construction improved greatly.However there’s still a long way to go according to the 2004 press the Instruction for Lab Construction of Provincial, Municipal and County-level CDC. The peoples’ government of Dongying city issued the Instruction for Accelerating the Construction of Public Health System from the Peoples’Government of Dongying City, proposed a 3-year plan for disease control and prevention system construction and lab construction.To learn about the overall lab condition of CDC in Dongying thoroughly and draw up a construction plan, we investigated into the lab capacity construction of disease control agents in Dongying in 2013 and analyzed the data comprehensively.ObjectsThe study mainly investigated into the condition of the talents pool,invest capital,lab tailored house,equipment,health detection capacity and quality certification of Dongying municipal CDC and 5 county-level CDCs.Figure out the lab equipment and detection capacity level,spot the problems in lab capacity construction and propose countermeasures.thus provide scientific support for competent lab equipment of municipal and county-level CDCs in 2014-2017.Materials and methodsThe study falls into 3 parts:one part is from union investigation tables based on Principal Information System of China CDC, municipal and county-level CDCs specified a person to input the primary information and do some of analysis of the data;the secondary part is from supplementary tables tailored to the study; the third part is from documents such as Statistical Yearbook in Dongying,2013. We adopted descriptive analysis,analyzed the data by Excel electronic table statistically,take constituent ratio as index,take χ2-test to compare ratios and take P <0.05 as a significance line.Results1.main condition of Dongying municipal CDCs:(1) nature of the agents:The municipal and the 5 county-level CDCs are all full-budget public welfare units,all finished division with surveillance in 2007. (2)financial input:All level of CDCs’ budgets is mainly balanced and can meet the needs of daily works.The government increased financial input annually,but varies greatly between counties,with the lowest 46.17% and the highest 112.55%.Equipment input increased annually in all levels of CDCs,while the ratio varies significantly,from 0.95% to 12.65%.(3)talents resource:CDCS in Dongying have 230 organized person,insufficient with a shortage of 130 person according to the 2014 press the Instruction on CDC Personnel standard.Municipal and county CDC specific technical personnel ratio were 77.78% and 73.32,neither met the national standard(no less than 85%).Highly educated personnel accounted for as miner as 4.41%;37 were below age 30,accounted for 16.30%,somewhat low;primary and semi-senior personnel took a lower part in municipal CDC,while senior personnel took a lower part in county-level CDCs,which had a high ratio of primary personnel.2. lab capacity construction:(1)lab tailored house:Houses in all levels of CDCs in Dongying mainly established in 1980s and 1990s,with a total area of 20218m2, 5196 m2 of which was tailored for lab,i.e.25.69%,the municipal CDC had 400 m2 for lab,i.e.8.51%,in a bitterly shortage.County-level CDCs were all non-compliance except for Dongying district(2100 m2, i.e.46.67%).(2)health detection personnel:The number of all CDCs health detection personnel in Dongying is 31,made up 18.34% of all detection personnel,a bit lower than necessary.6 aged below 30,accounted for 19.35%,apparently low,ingested a shortage of youth deposit;professional qualifications were in-balanced,senior personnel were in shortage(6.45%), primary personnel were in abundance(38.71%).51.61% were undergraduate,while only 1 graduated,high level academic leader was in shortage.(3)equipment:A、B、C equipment establish ratio were 77.19%、69.44%,12.07% in municipal CDC,meanly 43.59%、41.67%、 14.81% in county-level CDCs,none was certificated according to national standard.(4)detection capacity:Items fell into A,B category were 80.97% and 15.05% completed in municipal CDC, meanly 48.31% and 18.03% in county-level CDCs, the detection ability differed greatly between areas.(5)certification of qualification:All labs of CDCS in Dongying had passed the metrological certification,however,each CDC varied greatly about the items,social detection capacity was relatively weak.Conclusion and suggestionIn recent years,all levels of CDCs in Dongying enhanced the lab construction and the appliance and detection capacity had improved compared with that in 2009,while is still behind the levels of some other cities in Shandong. Contrast to the demand of the Instruction,there’s still a long way to go on house construction,finance input,lab tailored house,equipment appliance,detection talents pool and capacity. The house tailored for lab is awfully inadequate in Dongying municipal CDC,and strongly restrained the detection work and capacity promotion. The lab construction is to be improved in all levels of CDCs.1. Strengthen the dominant position of the govemment.accelerate the primary construction of disease control agents.2.Enhance the lab capacity construction,improve health detection capacity.3.Accelerate the process of lab metrological certification and national certification. |
