Research On Internal Control Of X Hospital’s Drug Management

With China’s macro-control of the medical and health, medical system reform unceasingly thorough, the continuous development of the medical market, more and more people are pay attention to the public hospital management system and operation mode, the hospital internal control system is an important part of public hospitals under the new medical reform management, and the pharmaceuticals as the basic material foundation for hospital to carry out the medical activities,So, the safe and effective management for pharmaceuticals is a basic guarantee to the normal running of the hospital, it is not only related to the patient’s life security, at the same time is related to its image and economic benefits for the hospital, through the efficient management of drug supplies to control medical cost, improve the operation process of the hospital, so as to enhance the competitive power for a hospital.This article adopts the method of theory analysis combined with case study, analyze the current situation of X hospital drug internal control system, study through the four links of drug internal control system,That is drug procurement, warehousing, storage, the outbound task,And found the following problems: the organization structure is not reasonable, the system is not clear, the division of responsibilities is not clear, the model of personnel management is old,the means of internal control is backward, poor communication mode, the lack of internal supervision and auditing and so on.Then, according to the X hospital drug internal control system’s problems, this article analyzes its reason and also put forward specific recommendations, including:Improving the organizational structure of the hospital,reset the Pharmacy Administration Committee,to further clarify and expand the Pharmacy Administration Committee duties,let Management Committee of pharmaceutical management play a better role of supervision and in drug procurement procedures; Improve the hospital internal control system and the division of responsibilities,like the drug procurement, drug approval, drug inventory system process,this article proposed new regulations;to strengthen the personnel management of X hospital, organize the management layer have regular training and improve the human resources system;strengthening the construction of information technology,make full use of HIS;set up internal control supervision and internal audit institutions.Meanwhile,After finished the improvement measures of X hospital drug internal control system,we get some feedback,The X hospital’s power get the effective allocation and supervision, HIS got full use,The hospital can better grasp the receivables information, drug inventory is more accurate than ever.
