Objective To analyze and evaluate the performance of tuberculosis prevention and control programme(to abbreviate “program” below) in Anhui Province from 2001 to 2010. Funding inputs and outputs of Anhui province for tuberculosis control was analyzed by disability adjusted life year(DALY) and the benefit cost ratio was calculated,which can provide a reference for the government rational allocation of limited health funding.Method According to the final evaluation enforcement project and enforcement byelaws of the National Tuberculosis Control Programme(2001-2010). Private evaluation was used in each grade evaluation. Data was collected by existent information which was sufficiently utilized and combining correlated investigation table. Upper branch adopted sampling survey and locus in quo investigation for rechecking the evaluation results. Evaluation information was mainly obtained from “tuberculosis management information system”, final evaluation special investigation, tuberculosis funds budget database, the fifth tuberculosis epidemiological random sampling survey, and tuberculosis death monitoring data. That the data was reported by Anhui Province, the city and county(city, district) was verified、gathered and statistical analyzed, DALY was choiced for quantization and the cost- benefit ratio was calculated. Investigation time was October in 2010. The correlated data after October in 2010 were tracked and investigated.Results 1. DOTS fraction of coverage of county unity in our province was 100% since 2005. 213507 pulmonary tuberculosis patients that their smears were positive were registered and treated( 183135 initial treatment positive smear patients, 30372 retreatment positive smear patients). The quantity of initial treatment positive smear patients was 52% more than that the objective task. The cure rate of initial treatment positive smear patients was 89.9%. The registration rate of initial treatment positive smear patients reached to a peak in 2005, and it showed a slowly descent tendency after 2005.2. The government implemented their promise. They established and perfected tuberculosis prevention and cure leader group and tuberculosis prevention and cure special institution, which ensured the sustainable development of tuberculosis prevention and cure work.3. From 2001 to 2010, at all levels directly tuberculosis prevention and control of funds spent a total of 287.40 million yuan in our province. An annual investment of 31.93 million yuan. Among the total, 137.37 million yuan was threw by national finance, 44.22 million yuan was threw by province finance, 23.34 million yuan was threw by city, county(city, district) finance, and 82.47 million yuan was threw by international cooperation project. In office expenses, equipment, funds and human resources costs amounted to 77.63 million yuan.4. A total of 295,069 patients were treated successfully in the province in 2001-2010. Besides, the total DALY value of 1,814,101 was saved. 100.1 million yuan of direct medical costs reduced by avoiding new patients. 15.76 billion yuan of total social value was saved and the average benefit cost for society was obtained 43.4.Conclusion The objective of related programme is accomplished or accomplished above quota. All levels of financial administration especially the city, the county finance need to increase inputs, increase the number of professional and technical personnel, improve their salary and maintain the sustainable development of tuberculosis control work. We must continue to implement existing tuberculosis control strategy firmly(DOTS controlling strategy).
